Jalila Mersli: Spatial Justice is Key to Strengthening the Social State

In a call to redefine Morocco’s social policies, Jalila Mersli, head of the regional women’s organization for the National Rally of Independents in Casablanca-Settat, emphasized the urgent need to shift towards spatial justice. Speaking at a national tour event in Casablanca, she outlined the party’s commitment to ensuring equal access to quality public services regardless of geographic location.

Towards Spatial Justice in Morocco

Mersli highlighted that the party’s new program is rooted in a collaborative approach drawn from the experiences of recent years. She pointed to significant advances made in health coverage, direct social support, housing subsidies, wage increases, and the establishment of sports schools as a foundation for ushering in a new era focused on spatial equity.

According to her, the effectiveness of Morocco’s social state is measured by the accessibility of public services to all citizens, regardless of where they live. She insisted that every family should have access to quality education, adequate hospitals, potable water, and infrastructure that meets community needs throughout the nation.

A Multifaceted Commitment

Mersli elaborated on four key measures aimed at enhancing the quality of public services and fostering regional development. Among these initiatives, the fifth measure targets water security, particularly for vulnerable groups. This includes ensuring access to water, mitigating the impacts of climate change, and advancing the national water system by bolstering connections between water basins and expanding seawater desalination projects.

Recognizing water as a crucial driver for development, she emphasized its role in supporting agricultural activities and stabilizing rural areas.

Renewable Energy Initiatives

The sixth measure focuses on producing self-generated green energy while reducing electricity bills. Mersli proposed a national program for outfitting homes with solar panels, enabling families to generate part of their electricity needs and sell any surplus back to the grid. This model positions citizens as active participants in the energy transition, rather than mere consumers.

To facilitate this initiative, funding mechanisms will ensure households can engage without upfront costs, gradually repaying through savings on their electricity bills.

Education and Health Sector Reforms

When discussing education, Mersli reaffirmed the school system’s importance as a guarantor of equal opportunity. The proposed measures include expanding school transportation to rural areas, providing meals to early and primary education students, and enhancing the use of digital tools in learning. Additionally, plans to increase the number of universities to 27, complete the establishment of professional competency cities, and continue expanding sports education facilities were outlined.

She stressed that these initiatives aim to guarantee equal success opportunities for all students, whether in cities or rural areas, reaffirming education as a pathway to social mobility.

On healthcare, Mersli called for the continuation of significant reforms in the sector. Her program includes universal health group coverage, the implementation of comprehensive treatment pathways centered around family doctors, and enhancing healthcare workforce density to 45 professionals per 10,000 residents. Plans also include the rehabilitation of university hospitals, upgrading 1,600 healthcare facilities, establishing 200 additional institutions in underserved areas, and deploying 100 mobile medical units.

Furthermore, she proposed direct payment systems in the public sector and the adjustment of drug prices to guarantee real benefits from healthcare reforms for citizens.

In conclusion, Mersli underscored that all these commitments converge toward a singular goal: empowering every citizen throughout Morocco to live with dignity while enjoying equal rights and quality services, all within a framework of spatial justice that promotes balanced development across the Kingdom.
