As Morocco approaches the conclusion of its current government term, the National Rally of Independents is initiating a critical discourse on economic performance, advocating for “economic reform over austerity” as a pathway to fund a social state amid a turbulent global landscape. This strategy is underpinned by significant fiscal reforms aimed at expanding state resources without resorting to budget cuts.

The Current Economic Landscape
In a context marked by the lingering effects of the COVID-19 pandemic and the fallout from the Russian-Ukrainian conflict, the Moroccan government has managed to navigate economic challenges without implementing austerity measures. Instead, officials highlight a series of tax reforms designed to enhance resource allocation for essential social projects. These efforts are reflected in a notable increase in the country’s growth rate, which has surged from 1.8% to 4.1%, with expectations to reach 5%, a shift widely regarded as a positive trajectory for Morocco’s economy.

Fiscal Reforms and Social Investment
To support sustainable growth, the government has overhauled its tax system, adjusting corporate, income taxes, and VAT with the aim of achieving greater fiscal justice and mobilizing additional funds for social initiatives. This includes significantly increasing the health budget to approximately 40 billion dirhams and allocating nearly 100 billion dirhams for education—both critical pillars of the government’s social agenda.

One of the most substantial changes has been the transition from the “RAMED” system to a new mandatory health coverage model, known as “AMO Solidarité,” furthering the goal of universal social protection.

Legislative and Institutional Advances
Government spokesperson Mustapha Baitas emphasized that current policies are built on the principles of “accumulation” and coordination among public policies, facilitated by a centralized approach led by the Prime Minister’s office. This has resulted in a remarkable legislative activity, with parliament receiving over 25,000 written questions and engaging with more than 400 proposed laws—indicative of an unprecedented legislative dynamism.

Despite international pressures, Morocco has managed to reduce inflation rates from 6.6% to below 1%. Additionally, a landmark achievement for the tourism sector was marked by welcoming 20 million visitors in a single year.

Health and Infrastructure Upgrades
The government has also prioritized healthcare infrastructure, upgrading 1,400 health centers and opening 1,600 new ones, while enhancing medical training capabilities through the addition of over 2,700 new slots. Legislative reforms have also been introduced impacting alternative sentencing and cheque legislation, aimed at fostering a more conducive business environment by reducing punitive measures.

As the Moroccan government showcases its achievements, the focus remains on implementing policies that not only buffer against external volatility but also lay the groundwork for a robust social support system moving forward. The success of these initiatives will be crucial as Morocco seeks to stabilize its economy and strengthen its social fabric in the years ahead.
