Strong Legislative Progress in Morocco as Council Approves Record Number of Laws

In a remarkable session, Morocco’s Council of Advisors reported unprecedented progress during its spring legislative session. With the passage of 108 legal texts—including 55 proposals and 53 government bills—this period has seen a shift toward greater legislative initiative, with proposals by council members outpacing those from the government.

Contextualizing Legislative Achievements

The President of the Council, Mohamed Ould Al-Rachid, highlighted the achievements in a speech marking the session’s conclusion. Over ten public legislative sessions, the Council scrutinized and approved various bills aimed at reforming public institutions, healthcare, education, banking, and justice systems. Notably, the Council adopted a key constitutional law concerning the procedure for questioning the constitutionality of laws, marking a significant milestone since the 2011 constitutional reforms.

Enhanced Legislative Engagement

Reflecting a proactive approach, council members submitted an impressive 1,077 amendments to the proposed texts, with 115 amendments ultimately being accepted. This extensive participation underscores the Council’s commitment to refining legislative proposals, enhancing the quality of laws being deliberated.

Robust Oversight Mechanism

In their oversight role, the Council received 458 oral questions, with the government addressing 264 during 12 public sessions. Additionally, they processed 401 written inquiries, with 174 receiving responses—an indication of the Council’s efforts to hold the executive accountable. Discussions also encompassed important public policy issues, including the government’s interim performance, food security, and responses to climate change, culminating in a review of the Supreme Court of Auditors’ report on judicial financial matters.

International and Diplomatic Engagement

On the diplomatic front, Al-Rachid emphasized the Council’s commitment to enhancing its presence within regional and international parliamentary bodies. The Council has conducted bilateral meetings with several parliamentary leaders, resulting in memorandums of understanding with legislative institutions from various countries. Moreover, it continues to advocate for Morocco’s territorial integrity and promote the autonomy initiative regarding Western Sahara in various international forums.

As the Council wraps up this legislative cycle, its accomplishments signal growing legislative dynamism and a commitment to addressing crucial national and international issues.
