The Moroccan Public Prosecution Authority, in collaboration with the Directorate General of National Security and the Royal Gendarmerie, will convene a national coordinating meeting in Marrakech on July 2-3, 2026. The event, themed “Enhancing Criminal Investigation Mechanisms in Light of Recent Legal Developments,” aims to continue the implementation of the reforms introduced by Law No. 03.23, which amends the Criminal Procedure Code.
Strengthening Institutional Collaboration
This meeting is part of ongoing efforts to foster institutional cooperation among various stakeholders in the criminal justice system. It is designed to ensure the effective and uniform application of new legal provisions that came into force in December 2025, particularly those related to the roles of law enforcement and public prosecution.
Objectives of the Meeting
The primary goal of the meeting is to standardize the implementation of legislative updates regarding criminal investigation procedures while respecting legal guarantees that protect the rights of defendants and victims alike. Key discussions will also center around the activation of specialized investigative techniques introduced by the new law, including undercover operations, joint investigation teams, location tracking, and digital searches.
Participants and Program Highlights
Participants will include chief public prosecutors, security governors, and regional commanders of the Royal Gendarmerie, aiming to enhance coordination among law enforcement agents. The program encompasses several critical topics, such as new regulations concerning deprivation of liberty, mechanisms for managing parallel financial investigations, and recently introduced investigative techniques. Scientific presentations and discussions will address pressing practical challenges related to these provisions, contributing to a more unified professional practice in criminal investigations.
Evaluating Institutional Coordination
This event also serves as an opportunity to assess past institutional coordination efforts between the Public Prosecution Authority and the security bodies, which have led to the creation of a joint manual to improve criminal investigations, as well as training sessions for public prosecutors and police officers. The establishment of local and regional coordination cells has proven beneficial in reducing the timeframes for conducting criminal investigations, thereby enhancing the efficiency of the criminal justice system and bolstering public confidence in its institutions.
