The Moroccan government has announced new maximum prices for subsidized flour for the 2026-2027 marketing season while tightening regulations on its packaging and distribution. Detailed Pricing and Production Costs

The decision also outlines production costs for subsidized flour, estimating it at 325.37 dirhams per quintal for national flour and 342.43 dirhams per quintal for specialized flour. These costs encompass the initial expenses and the milling margin, providing a more comprehensive view of the financial framework surrounding flour production.

In an effort to standardize packaging, industrial mills are now required to package the subsidized flour in 50-kilogram bags. Notably, costs associated with packaging for flour distributed to southern regions will be absorbed by the government. Furthermore, a green band—10 centimeters wide—must be displayed prominently on the bags, indicating the selling price for national flour not aimed at southern provinces.

Stricter Logistical Controls

To enhance monitoring, the new regulations mandate that all flour bags bear special seals and serial numbers. These numbers must be documented in delivery records, facilitating oversight and minimizing potential fraud during distribution. This robust tracking mechanism is intended to ensure that subsidized flour reaches its target demographic without diversion.

Additionally, the guidelines stipulate a national uniform selling price for subsidized flour. The National Professional Office of Cereals and Legumes will cover transportation costs from mills to distribution centers, as well as the handling and delivery expenses specifically for southern regions.

These measures reflect the government’s ongoing commitment to strengthening the subsidy system and ensuring that it operates under uniform standards with greater transparency.
