In a significant declaration on the international stage, France’s new ambassador to Morocco, Philippe Lallieu, emphasized the Kingdom’s pivotal role as a hub for practical solutions to contemporary global challenges. His remarks underscore the deepening partnership between France and Morocco, particularly in areas of sustainable development and collaborative initiatives.

A New Diplomatic Chapter

Ambassador Lallieu’s comments surfaced during the second day of the “Spring Meeting of the Paris Peace Forum 2026,” held at the Mohammed VI Polytechnic University in Rabat, shortly after he presented his credentials to King Mohammed VI. This event not only marks a notable diplomatic engagement but also highlights Morocco’s strategic position in addressing pressing global issues.

Promoting Sustainable Development

In his address, Lallieu praised the host university and expressed his enthusiasm for initiating his public speeches in Morocco at such a prestigious venue, renowned for its diverse disciplines and engagement with global issues, particularly those concerning Africa. He highlighted the synergy between the forum’s objectives and the university’s mission, affirming their shared commitment to tackling major global challenges.

This year’s theme, “Resilient Transformations,” set the framework for discussions aimed at navigating ongoing crises and fostering more adaptable, sustainable models for the future. Lallieu pointed out that the forum’s location in Rabat coincides with a rapidly changing international landscape, with sustainable development and global inequality at the forefront of French-Moroccan cooperation.

Strengthening Franco-Moroccan Ties

Lallieu cited a new support initiative worth approximately €350 million, in partnership with Morocco’s Ministry of Equipment and Water and European allies, aimed at improving groundwater management, reducing flood risks, and expanding the reuse of wastewater. This project exemplifies the trust and coordination between France and Morocco in addressing shared environmental challenges.

The ambassador stressed the necessity for a unified and coordinated effort to confront multiple crises, including armed conflicts, humanitarian emergencies, and climate change. He advocated for bolstered multilateral cooperation and respect for international law, deeming it essential for global stability.

The Need for Institutional Reform

Lallieu articulated that the actual divide in today’s world transcends the traditional North-South dichotomy; rather, it lies between those who advocate for international cooperation and a rules-based order and those who seek to undermine it. He underscored the urgent need to reform international institutions, particularly the UN Security Council, to enhance their effectiveness and legitimacy.

Hicham El Habti, President of the Mohammed VI Polytechnic University, echoed this sentiment by stressing that achieving sustainable development requires just and resilient transformations capable of enduring health, economic, climate, and geopolitical crises. He noted that resilience encompasses not just responding to shocks but also adapting to them, thus ensuring the integrity of economic and social systems.

El Habti highlighted the university’s research efforts focused on transformations and food systems in Africa, which include initiatives aimed at elevating annual agricultural investments on the continent to $100 billion by 2030. This ambition seeks to bridge the financing gap plaguing African agriculture, which employs nearly 70% of the continent’s workforce.

Conclusion

As the discussions at the Paris Peace Forum progress, the intersection of Franco-Moroccan initiatives encapsulates a broader vision of international collaboration aimed at fostering development, sustainability, and resilience in an increasingly complex world.
