As tensions rise in the Middle East, former Princeton faculty member Dawood Kuttab urges U.S. President Donald Trump to shift his focus back to the persistent Israeli-Palestinian conflict, a defining issue of regional politics. To navigate this complex landscape and achieve progress where his predecessors have faltered, Trump must engage with Palestinian leader Marwan Barghouti, who has spent 24 years in Israeli prison.

Questioning Palestinian Leadership

The Palestinian national movement has long grappled with a credibility crisis. Many of its leaders are perceived by their constituents as weak, complicit, or disconnected from the day-to-day realities of occupation. While peace initiatives put forth by these leaders may appear well-organized on paper, they seldom garner public trust.

Barghouti’s Unique Position

In contrast, Barghouti is widely regarded by Palestinians as the figure best positioned to unify a fractured national movement and lend the necessary political weight to diplomatic efforts. His influence remains strong even from behind bars; he was recently elected to the Central Committee of Fatah, receiving the most votes. His wife, Fadwa Barghouti, also secured a significant position within Fatah, affirming his enduring prominence in Palestinian politics.

Political leaders in Washington and Tel Aviv cannot afford to overlook this reality. Imprisoned since 2002 during the Second Intifada, Barghouti declined to assert his innocence before an Israeli court he did not recognize. To many Palestinians, he stands as a symbol of their struggle against foreign military rule, with his continued imprisonment representing broader Palestinian suffering.

The Need for Credible Leadership

Genuine peace cannot be brokered by political figures lacking popular support. Effective leaders must convince their constituents that compromise is preferable to the status quo and does not equate to capitulation. Barghouti has demonstrated this capability. His potential lies not only in his popularity but also in how he has managed to leverage it, consistently advocating for a two-state solution: a negotiated political settlement where both Palestine and Israel coexist peacefully.

Barghouti played a crucial role in persuading imprisoned Hamas and Islamic Jihad leaders to endorse the 2006 Prisoners’ Document, which called for a Palestinian state within the pre-1967 borders. Even from his confinement, he has driven Palestinian politics towards a pragmatic national consensus.

A Globally Aligned Vision

The international community is moving in this direction as well. With 160 of 193 UN member states recognizing Palestine along the lines of the 1967 borders, there is a clear plan for establishing an independent Palestinian state. What remains absent is credible Palestinian leadership to effectively market this peace initiative to their constituents while possessing the political weight necessary to reassure Israelis of the agreement’s viability.

Barghouti, who has learned Hebrew during his incarceration, is among the few capable of bridging these two crucial gaps.

However, Barghouti’s case underscores a deep-seated contradiction at the heart of the conflict. For many Israelis, his release might seem like a reward for past violence. Conversely, for Palestinians, keeping such a popular and pragmatic leader imprisoned illustrates Israel’s disinterest in peace negotiations.

While these fears are understandable, they must be confronted to advance toward any resolution. Historical precedent shows that imprisoned leaders and former fighters have played pivotal roles in concluding wars and conflicts, with Nelson Mandela being the most notable example. This is the nature of peace-making, often initiated once countries realize that imprisonment and oppression cannot stifle national aspirations.

Trump’s Potential Role

Trump has the opportunity to effect real change due to his willingness to navigate political taboos. A new peace initiative centered around Barghouti need not provide a justification for his past actions. All that is necessary is to acknowledge the political reality: sustainable compromise is impossible without a Palestinian leader who is widely respected by his people.

A carefully considered American effort could turn Barghouti’s legitimacy into a diplomatic asset. The Trump administration could begin by publicly recognizing Barghouti as a key political actor rather than merely a forgotten prisoner. Subsequently, it could advocate for a political process linking his release, or at least his direct involvement, to concrete commitments: supporting a two-state solution, engaging in peaceful politics, and resuming negotiations under international guarantees that secure both Israeli security and Palestinian sovereignty.

Such a move would undoubtedly face resistance. However, the alternative is the status quo: ongoing occupation, recurrent wars, escalating despair, and the definitive burial of the two-state solution. If Trump aims for an enduring legacy beyond crisis management, he must focus on the conflict that contaminates every other regional issue. Tackling the plight of the displaced Palestinian people could contribute to stabilizing the Middle East far more than another round of military escalation elsewhere.

Barghouti’s significance lies not only in his popularity and integrity but also in his considerable political influence. His imprisonment has not diminished his importance or sway. If Trump wishes to revitalize a stagnant conflict, he must stop ignoring Palestinian politics and engage with the one leader capable of guiding his people toward a historic solution.
