Morocco’s Ministry of Digital Transition is revitalizing its data exchange framework with a bold initiative set for 2025, designed to enhance both digital service delivery and data protection. In a recent parliamentary meeting, Minister Amal Filah Al-Sghroushni outlined a comprehensive plan aimed at fostering collaboration among key institutions to streamline administrative services while safeguarding citizens’ information.

A Strategic Vision for Digital Transformation

The initiative is grounded in a national vision that emphasizes the integration of digital solutions across government services. During an oversight committee meeting at the House of Representatives, Minister Al-Sghroushni detailed the collaborative efforts with the National Committee for Personal Data Protection, the General Directorate for Information System Security, and the National Security Directorate. This coalition aims to balance the need for efficient digital services against stringent data security measures.

Legislation and Digital Identity

To further this goal, the ministry is in the final stages of drafting a new law concerning the digitization of administrative services. This legislation will not only regulate the exchange of data through certified platforms but also ensure the quality of data and the continuity of services. Additionally, it encompasses the establishment of a national digital identity system to provide citizens with a secure, unified access point for public services.

Establishing a Comprehensive Legal Framework

Minister Al-Sghroushni confirmed that the implementation of recommendations from various oversight bodies is underway. A series of consultative workshops has been launched to craft a comprehensive legal framework that governs data exchange and clarifies the responsibilities of public administrations and digital service providers. The impending law is set to establish precise guidelines for the design and provision of digital services while enhancing data security.

Harnessing Artificial Intelligence Responsibly

In recognition of the rapid digital landscape, the ministry is also focusing on modern technologies, particularly artificial intelligence. The forthcoming legislation includes provisions for categorizing AI systems based on their risk levels, mandating principles of transparency and accountability, and requiring notifications to citizens when these technologies are employed.

To facilitate this technological shift, plans are underway to create a specialized AI directorate within the restructured digital transition sector, embracing the fast-paced evolution of technology.

Setting National Standards for Administrative Processes

Additionally, the Ministry announced its goal of establishing a national standard for simplifying and digitizing administrative procedures by 2026-2027. This initiative aims to unify administrative practices, enhance public service quality, and promote transparency and efficiency. The proposal also includes mechanisms for evaluating and labeling digital services based on criteria that prioritize quality, accessibility, adherence to timelines, and personal data protection.
