Morocco Signs New Deal to Expand Highway Network and Enhance Management

Strengthening Morocco’s Infrastructure: New Highway Concession Agreement Signed

In a significant move to bolster its national highway network, the Moroccan government, led by Minister of Equipment and Water Nizar Baraka, has inked a new concession agreement with the Société Nationale des Autoroutes du Maroc (SNAM). This agreement aims to enhance the operational framework governing the management of Morocco’s expansive road system, responding to both developmental needs and strategic infrastructure improvements.

A Historic Agreement

On May 14, 2026, a signing ceremony took place at the Ministry of Equipment and Water in Rabat, attended by various officials, including Fawzi Lekjaa, Minister Delegate in charge of Budget. The new contract aligns with Article 19 of a 2025-2032 protocol signed on March 21, 2025. It also demonstrates the government’s commitment to reinforcing the contractual framework for managing the country’s vital highway network.

Enhancing Connectivity and Sustainability

Nizar Baraka recounted the achievements of SNAM since its establishment in 1989, emphasizing the successful construction of approximately 1,800 kilometers of highways, making it one of the largest networks in Africa. This infrastructure connects key economic hubs and urban areas across the nation. The new concession revamps the previous 2019 agreement while ensuring continuity in operations, introducing innovations aimed at enhancing the company’s financial sustainability and broadening the scope of the concession.

Expanding the Highways

Among the notable updates in the agreement is the extension of the concession to cover new highway segments, such as the Tit Mellil–Berrechid route and the Rabat–Casablanca expressway. Additionally, it encompasses the management of the Jerada–Nador highway and emphasizes improved governance mechanisms to facilitate more agile decision-making.

The new concession is structured around a comprehensive framework agreement, supplemented by a technical and financial specifications document that outlines the operational management of the national road network.

Strategic Implications

This initiative is critical not only for improving road safety and connectivity in Morocco but also for aligning with the Royal directives aimed at advancing the country’s infrastructure development. As Morocco navigates its transformative agenda, this agreement serves as a vital stepping stone for sustainable development and economic growth.
