Strengthening Water Management Cooperation: Morocco and Mali Join Forces

Morocco’s Minister of Equipment and Water, Nizar Baraka, met with Timoko Traore in Rabat to discuss enhancing bilateral cooperation on water resource management. The talks focused on addressing urgent challenges related to water security and climate change, emphasizing the strategic importance of sustainable water practices in the region.

Context: A Shared Commitment to Water Security

The meeting comes at a time when both nations face pressing water-related challenges exacerbated by climate change. With Africa experiencing increasingly severe droughts and changing rainfall patterns, Morocco’s proactive water policies and technologies offer valuable insight for its neighbor, Mali. As countries grapple with dwindling water resources, collaborative frameworks become essential for effective management and sustainability.

Key Areas of Discussion

During the discussions, Baraka highlighted Morocco’s national water policy, which includes significant infrastructure initiatives like dam construction and the development of “water highways.” These projects aim not only to bolster water storage and distribution but also to integrate unconventional water sources, such as desalinated seawater and treated wastewater. Additionally, the importance of fostering expertise through training programs in financial management at Moroccan institutes was underscored.

The ministers also explored cooperation in meteorological services and the benefits of artificial rain programs. Mali’s proposal to join the World Meteorological Organization signifies an intent to enhance its capacities in water management and forecasting.

A Model for Collaboration

Baraka emphasized the mutual benefit of the partnership, stating that the meeting presented an opportunity to exchange expertise and draft a new cooperation agreement to support Mali’s water sector development. Mali’s Minister praised Morocco’s exemplary water management strategies, particularly the early warning systems for floods and real-time monitoring of water quality, considering them critical adaptations to their local challenges.

Both sides concluded the meeting by agreeing to establish a new framework for bilateral cooperation encompassing the discussed areas, with plans for a technical mission from Morocco to Mali and a reciprocal visit to foster deeper ties in water security efforts.

The Significance of African Solidarity

The Ministry of Equipment and Water reaffirmed this dialogue within the broader context of Morocco’s commitment to supporting African nations in tackling water management challenges in light of climatic changes. This collaboration not only aims to advance techniques and technology transfer but also strengthens the historical bonds between Morocco and Mali, fostering regional solidarity in addressing critical environmental issues.
