The annual report from Morocco’s Supreme Audit Institution for 2024-2025 has sparked significant debate among government factions, who assert that it validates ongoing reforms linked to social welfare. These lawmakers emphasized the report’s potential as a tool for better governance, rather than merely highlighting existing flaws within the system.


Context
During a parliamentary session dedicated to discussing the report, representatives from the ruling coalition articulated their views on the government’s social initiatives, especially in the realm of social protection. The report underscores a substantial shift in public management philosophy—from arbitrary support systems to a data-driven approach that focuses on precise targeting via a unified social register. This transformation is exemplified by the transition from the “RAMED” system to the “AMO Tadamoun” health coverage model, illustrating the government’s commitment to reform.


Reform as a Guiding Principle
The National Rally of Independents (RNI) posited that the findings of the report serve as an “actionable compass,” affirming the soundness of the government’s choices. They underscored the essential role of the Supreme Audit Institution’s oversight in assessing public policy effectiveness and enhancing governance principles.

Deputy Salma Benaziz noted that discussions surrounding the report reflect an institutional maturity in addressing social protection issues. She emphasized that collaboration among the Supreme Audit Institution, the government, and Parliament enhances the efficacy of public policies. According to her, the report’s insights serve as vital indicators for measuring the effectiveness of government programs, specifically in the realm of social protection, showcasing the government’s success in fulfilling royal directives amidst allegations of project stagnation.


Quality Enhancements and Strategies
Benaziz highlighted the significant leap from RAMED to AMO Tadamoun, which has facilitated access to health coverage for millions of citizens. This advancement marks a qualitative shift from mere assistance to a fundamental right to health access, grounded in a precise social register that promotes social justice.

Furthermore, she insisted on the importance of leveraging the report’s recommendations to expedite digital transformation and reform of the health system, aiming to enhance service quality and reduce administrative complexities faced by citizens.


Tax Reforms Amid Economic Challenges
When addressing fiscal reform, Deputy Abdelkarim Zamzami asserted that the government has pursued structural reforms despite facing economic challenges such as inflation, drought, and rising energy costs. Tax reform has become a cornerstone for promoting tax equity, expanding the tax base, and financing social and developmental initiatives.

Zamzami explained that reforms impacting corporate taxes, value-added tax, and income tax exist within a comprehensive strategy aimed at simplifying the tax system, combating tax evasion, and fostering transparency.


The Need for Concrete Action
Conversely, the Authenticity and Modernity Party regarded the annual report as an “objective mirror” reflecting public management realities. They called for actionable insights derived from the report to enhance public sector performance and rebuild citizen trust in state institutions.

Deputy Mohamed Oudmine echoed the necessity of continued reforms linked to the social state, praising healthcare sector advancements through budget increases and improved health staff salaries. He identified reducing regional and social disparities as a key challenge moving forward.


Water Resource Management and Strategic Investments
The management of water resources has emerged as a critical strategic issue in light of recurring droughts and climate change. There were calls for increased investments in water security and infrastructure, emphasizing the need for better distribution networks and projects that repurpose wastewater effectively.

Deputy Abdelaziz Lahshab stressed the urgency of accelerating investment charter implementation to attract investment and create jobs. Meanwhile, Deputy Ayachi Farfar noted that the report had highlighted significant delays in over 2,600 public projects, advocating for enhanced preparatory studies and evaluation mechanisms prior to project launches.


Strengthening Accountability
The Democratic Constitutional and Social Party argued that financial courts play a fundamental role in reinforcing governance principles and accountability. They affirmed that the Supreme Audit Institution’s annual report is essential for evaluating the impact of public policies and fostering transparency and trust between citizens and state institutions.
