Mohamed Mahdi Bennis Said, Morocco’s Minister of Youth, Culture, and Communication, announced a new initiative aimed at ensuring authors and publishers receive financial compensation for copied works. This program seeks to balance the public’s right to knowledge with the necessity of protecting intellectual property, aligning with royal directives to foster a stimulating environment for cultural creativity.


Transforming Copyright Frameworks

In a recent meeting organized by the Ministry in collaboration with the Moroccan Bureau for Copyright and Neighboring Rights, Minister Bennis Said outlined the ambitions behind the initiative focused on remuneration for the book sector from photocopying proceeds. This effort is designed to rectify longstanding inequities faced by authors and publishers, the central players in the book industry, by enabling them to reclaim earnings from the use of their works.

The program highlights the crucial connection between individuals’ access to knowledge and the protection of intellectual property. Bennis Said emphasized that photocopying involves reproducing works through various means, including devices that digitally convert content for copying, in accordance with the national copyright protection law.

Reviving the Book Industry

The minister asserted that launching this compensation scheme marks a significant step forward in revitalizing Morocco’s book industry, a vital segment of the cultural sector. For years, this issue remained dormant, but it is now evolving into a practical route for authors and publishers to receive their rightful earnings.

This transition represents a legislative endeavor forming part of a broader reform of copyright laws. A new bill is being prepared to ensure national regulations align with international agreements, addressing the challenges posed by digital transformation and evolving means of content distribution.

Legislative Changes and Transparency

Additionally, the proposed legal framework aims to strengthen the protections for authors and clarify the mechanisms for collecting and distributing royalties more transparently. This includes distinct rights for private copying and photocopying, creating a more conducive legal environment that encourages investment in cultural content while ensuring creators benefit financially from their work.

Benniss Said underlined the importance of implementing effective enforcement mechanisms to support these reforms. He stressed that transforming the Moroccan Bureau for Copyright and Neighboring Rights into a modern, transparent institution that leverages digital solutions will better meet the needs of creators.

In closing, he called for active engagement in this new approach to bolster Morocco’s cultural sector and enhance the role of books and creatives within the national cultural landscape.
