Fes Initiative Aims to Restore Public School Confidence and Reduce Overcrowding

In a vigorous defense of Morocco’s educational reforms, Minister Saad Barada highlighted the government’s commitment to addressing longstanding issues within the school system. The government’s ambitious “2028 Roadmap” aims to revitalize public education, a sector plagued by alarming deficiencies, particularly among students’ foundational skills.

Facing Educational Challenges Head-On
During a recent forum in Fes, Barada outlined the dire state of education when the current administration took office in 2021, noting that a staggering 70% of students struggled with basic arithmetic and Arabic language skills. By the end of middle school, only 10% demonstrated proficiency in these essential competencies. This reality has prompted the government to prioritize educational reform rather than evade responsibility.

Historically, previous administrations faltered in their attempts to overhaul the education system. In contrast, the current government is implementing field-based reforms focused on accountability and performance evaluation. Barada proudly mentioned the success of the “Riyadah Schools” initiative, which began with 600 primary institutions and has garnered unprecedented results, attracting international interest.

Expanding Successful Initiatives
Buoyed by initial outcomes, the Ministry plans to expand this initiative to include 6,600 primary schools and 130 middle schools in the upcoming academic year. This expansion is expected to halve school dropout rates in the targeted institutions, signaling a significant shift in student retention.

Addressing recent controversies surrounding his use of the term “modeling” in parliament, Barada asserted that discussions on the term have overshadowed the core educational reforms underway. He clarified that “modeling” refers to the integration of modern teaching methods in the Riyadah Schools framework.

Commitment to Infrastructure and Teacher Welfare
Looking ahead, Barada pledged to tackle class overcrowding, setting a cap of 36 students in primary classes and 40 in middle school. He further reported that the ministry has renovated over 70% of educational facilities, with plans to complete remaining projects over the next two years.

On the matter of teacher salaries, Barada revealed a significant increase in the wage bill from 38 billion to 77 billion dirhams. He emphasized that future salary increases would be tied to improvements in educational outcomes, aligning compensation with performance.

In closing, Barada expressed optimism about restoring public trust in the Moroccan education system, noting increased international engagement. He recently received an invitation to speak in London about Morocco’s ongoing educational reforms, reflecting a growing global interest in the nation’s efforts.
