In a recent session of Morocco’s Upper House, the annual report from the Court of Auditors sparked a lively debate among legislators, highlighting both consensus and division on the government’s performance. While the ruling majority praised the report as evidence of progress in reform, opposition voices maintained that it laid bare persistent shortcomings and failures in implementation.

The Debate Over Reform Progress

The session marked a significant moment in the legislative calendar as lawmakers converged to discuss the implications of the Court of Auditors’ findings. With both sides acknowledging the report’s value for public policy evaluation, stark differences emerged regarding its interpretation. They noted an investment exceeding 9.5 billion dirhams dedicated to this effort. However, the opposition countered by asserting that mere availability of healthcare does not equate to improved access, citing ongoing challenges such as deficiencies in public hospitals, staff shortages, and the rising costs of treatment that burden many citizens.

Water Management: A Divisive Topic

Water management emerged as another critical issue during the discussions. The government defended its strategies to combat water scarcity, showcasing initiatives like seawater desalination and the reuse of wastewater. Yet, the opposition criticized the management approach, pointing out a lack of clear coordination among various stakeholders and persistent regional disparities in water resource allocation.

Economic Reforms Under Scrutiny

On economic reforms, the ruling party boasted that the new investment charter facilitated the approval of 297 projects worth over 513 billion dirhams, promising around 200,000 jobs. They also emphasized support for small and medium-sized enterprises and growth in the food industry, which is projected to generate 191 billion dirhams in revenue by 2024. Nevertheless, the opposition highlighted ongoing social and economic disparities, elevated unemployment rates, and rising costs of living, including healthcare and essential goods.

As the session concluded, there was a consensus among participants that the Court of Auditors’ report serves as a vital reference for rectifying discrepancies and accelerating reforms.
