On May 13, 2026, Rabat witnessed the signing of a framework agreement between Morocco’s Ministry of Higher Education, Scientific Research, and Innovation and the Recherche Science Investment (RSI) Foundation, aimed at fostering a culture of reading within the nation’s higher education institutions. This initiative aligns with royal directives to enhance educational systems and encourage intellectual growth among the youth.

Nurturing a Reading Culture

The agreement was signed by Nourredine El Haloui, the ministry’s Secretary General, and Najlae Saif Al-Shamsi, president of RSI in the United Arab Emirates, during a ceremony honoring winners of the second edition of Morocco’s national reading project. El Haloui emphasized the strategic importance of reading as a catalyst for human and social development, urging Moroccan universities to evolve beyond traditional academic spaces into platforms that cultivate a knowledgeable and adaptable generation, ready to tackle future challenges.

A Royal Vision for Education

This framework emerges from the throne’s commitment to advancing educational reform and fostering a culturally open society among Moroccan youth. By establishing reading and knowledge as foundational pillars, the government aims to enhance human capital and spark creative thinking among students, crucial for Morocco’s modernization under King Mohammed VI’s leadership.

A Ceremony With Institutional Impact

The event attracted key institutional figures, including Mohamed Saad Barada and Abdel Jabbar Al-Rachidi, alongside representatives from various national and international organizations. The national reading project embodies a competitive cultural initiative, striving to entrench a culture of critical and creative reading across society, with a dedicated focus on fostering an educated university student population.
