The government council approved, during its weekly meeting, a series of draft laws and decrees concerning justice, culture, industry, and social welfare.
At the start of the meeting, the council approved draft law No. 71.24 aimed at amending and supplementing law No. 15.95 related to the Commercial Code, presented by Minister of Justice Abdellatif Ouahbi. The draft aims to modernize the legal framework for commercial transactions, particularly concerning commercial papers, to adapt to the economic and financial transformations and address the issue of checks without funds that negatively impact the business climate. The draft includes new provisions that reorganize the legal framework for checks and encourage citizens to regularize their status through a settlement contribution linked to payment issues, which is expected to enhance trust in commercial dealings and reduce pressure on the courts.
The council also approved draft decree No. 2.25.441 to amend the decree concerning the reorganization of the National Institute of Fine Arts, presented by Minister of Youth, Culture, and Communication Mehdi Bensaid. This decree aims to establish a standard credit system applicable in higher education while adopting modern pedagogical approaches and diversifying teaching methods, in addition to replacing the Bachelor’s degree with a professional and basic degree and deleting the specialized Master’s degree while retaining the general Master’s degree.
In the social field, the council approved draft decree No. 2.25.605, presented by Minister of Solidarity, Social Integration, and Family Naima Yahiya, to implement the provisions of Article 7 of law No. 65.15 concerning social welfare institutions. This aims to regulate the process of caring for others outside welfare institutions by requiring prior notification to the competent authorities and defining regulatory criteria in the specifications for each type of institution.
The meeting concluded with the approval of two draft decrees to establish two new industrial acceleration zones, presented by Minister of Industry and Trade Ryad Mezzour:
Draft decree No. 2.25.799 to establish the industrial acceleration zone in Fes Bensouda, of the Fes-Meknes region, dedicated to hosting industries in automobiles, renewable energies, aviation, textiles, leather, and mechanical, electronic, chemical, and construction materials industries.
Draft decree No. 2.25.800 to establish the industrial acceleration zone in Skhirat, in the Skhirat-Témara district, of the Rabat-Salé-Kénitra region, which will include activities in textiles and leather, automobiles, and renewable energy equipment and devices.
