In a decisive move toward reforming the national healthcare system, Morocco’s Parliament has unanimously approved amendments to law No. 08.12, which governs the National Council of Physicians. Spearheaded by Minister of Health and Social Protection, Amine Tahrani, the changes aim to enhance governance within the health professions and align legal frameworks with evolving sector demands.


Strengthening Governance in Healthcare

The approved legislation is a response to Royal directives aimed at revitalizing the healthcare sector and accelerating the rollout of social protection. The reforms come in the wake of ongoing changes within the medical landscape, particularly the establishment of regional health groups and a more decentralized approach to health management. This updated legal framework ensures that the National Council of Physicians can effectively navigate these transformations.

Expanded Representation and Structure

Among the most significant adjustments is the restructuring of the Council, which will see its membership increase from 27 to 40 representatives. This expansion is designed to provide a broader spectrum of representation for medical professionals, including the allocation of six seats for female physicians, an enhanced role for academic faculty, and inclusion of military physicians and Moroccan doctors practicing overseas.

Regionally, the legislation proposes a restructuring of regional councils that aligns with the Kingdom’s administrative divisions, mandating a minimum of eight members per council. This regional realignment aims to bolster support for medical practitioners and improve the oversight of local healthcare issues.

Broader Responsibilities and Professional Standards

The amendments also empower the National Council to weigh in on new laws and proposals related to the medical field, strengthening its influence in shaping healthcare policy. Furthermore, the reforms underscore the importance of continuous professional development and stress governance and transparency principles to bolster the Council’s autonomy.

These changes are part of a broader effort to modernize the legal framework governing the medical profession, ensuring that it keeps pace with ongoing reforms in the healthcare sector. They solidify the Council’s role as a crucial institutional partner in enhancing health services and elevating professional standards across the board.
