In a significant step towards bolstering bilateral relations, Morocco and France have concluded their fifteenth high-level meeting in Rabat, leading to the signing of a series of agreements across various sectors including transport, economics, education, culture, defense, and water management. A New Era in Bilateral Relations

The recent meeting highlighted the evolving dynamics between Morocco and France, with a host of agreements aimed at enhancing cooperation in critical sectors. Notably, Foreign Minister Nasser Bourita and his French counterpart, Jean-Noël Barot, formalized an intention declaration focusing on feminist foreign policy, signaling a shared commitment to progressive internationalism.

In the realm of economic collaboration, Moroccan Economy and Finance Minister Nadia Fettah Alaoui, along with her French counterparts, signed a protocol to advance funding for a high-speed train project connecting Kenitra and Marrakech, alongside an extension of their water partnership agreement. These projects not only reflect infrastructural advancements but also promise job creation and economic stimulus in the region.

Educational and Cultural Collaborations Flourish

The meeting also saw strides in education, with Moroccan Minister of National Education Mohamed Saad Berada and French Minister Éléonore Caroit signing an initiative to enhance the teaching of Arabic, as well as history and geography, in French schools within Morocco. This aligns with a broader objective of promoting cultural exchange and understanding between the two nations.

Additionally, a tri-national work program aimed at advancing technical cooperation in civil aviation was established, while partnerships in maritime studies and the cultural sector were reinforced through multiple agreements. The collaboration extends to joint efforts in cinema and visual industries, showcasing the commitment to not just economic ties but also cultural enrichment.

Implications for Regional Stability and Security

During a joint press conference, Moroccan Prime Minister Aziz Akhannouch emphasized the political will shared by King Mohammed VI and French President Emmanuel Macron, asserting that this partnership has entered a phase of “full implementation.” He pointed out that over 40 high-level visits have occurred since October 2024, energizing various sectors and reinforcing a unified strategic vision.

French Prime Minister Sébastien Lecornu commended the two nations’ close security cooperation, noting successful joint initiatives against terrorism, organized crime, and human trafficking. He underscored plans for a comprehensive security agreement to further enhance this collaboration, which is vital for regional stability.

Moreover, both leaders reaffirmed their commitment to fostering economic integration, particularly in advanced technologies and renewable energy sectors, heralding joint investment projects, including an electricity interconnection initiative. This economic strategy is poised to deepen ties and enhance competitiveness.

A Firm Stance on Territorial Integrity

A noteworthy aspect of the gathering was France’s reaffirmation of support for Morocco’s territorial integrity, particularly regarding the Sahara issue. Lecornu reiterated that the autonomy plan proposed by Morocco remains the only viable solution to the ongoing dispute, a stance the French government intends to maintain steadfastly.

Preparations for a new bilateral treaty are also underway, which would mark the first of its kind for France with a non-European Union nation. This not only signifies a pivotal moment in Moroccan-French relations but also sets a precedent for future collaborations.
