Government Unveils Ambitious Transport Overhaul Plan

Morocco’s Minister of Transport and Logistics, Abdel Samad Guioh, has announced a comprehensive strategy aimed at revitalizing the nation’s transport infrastructure. This initiative focuses on enhancing maritime, aerial, and rail transport, alongside the regulation of electric bicycles and improvements to rural transport services, marking a significant shift in national logistics.


Revitalizing the Maritime Fleet

During a recent session of oral questions in the House of Representatives, Minister Guioh emphasized the importance of rebuilding the national maritime fleet in line with royal directives from the 2023 Green March speech. He noted that a staggering 95% of Morocco’s trade relies on maritime transport. The country has seen a dramatic decline in its shipping capabilities, plummeting from approximately 80 vessels in the 1970s to just 12 companies projected for 2024. This stark decrease underlines the necessity for a renewed vision to restore a robust and competitive maritime fleet.

Regulations for Electric Bicycles

In addressing the growing prevalence of electric bicycles, Guioh announced the government’s approval of a decree regulating their use. The new rules require riders to wear helmets, adhere to a maximum speed limit of 25 kilometers per hour, utilize designated bike lanes, and refrain from using headphones while cycling. These measures aim to ensure safety as this mode of transport becomes increasingly popular.

Expanding Rail Infrastructure

On the rail transport front, the minister introduced plans for a high-speed train connecting Rabat and Marrakech, and indicated that studies are underway to extend the line to Agadir. Additionally, there are plans to facilitate direct connections between Tetouan and Tangier, reflecting a strategic effort to enhance intercity connectivity.

Air Transport Expansion

Guioh highlighted significant developments in the aviation sector, with Royal Air Maroc aiming to expand its fleet from 60 to 200 aircraft by 2034. This expansion coincides with plans to enlarge the Mohammed V Airport in Casablanca to accommodate up to 80 million passengers, a noteworthy increase from the 40 million travelers who passed through Moroccan airports this year.

Infrastructure for “Marhaba” Season

Regarding the “Marhaba” operation, which facilitates travel between Morocco and Europe, Guioh reported that the ministry has mobilized 27 ships from seven companies to service 12 maritime routes linking Morocco with Spain, France, and Italy. Additionally, 58 airlines have been authorized to operate 2,403 weekly flights connecting the kingdom to 160 airports across 61 countries. The government will also monitor ticket prices to prevent unjustified increases during peak travel times.

Enhancing Rural Mobility

Acknowledging the unique transportation challenges faced by rural areas, Guioh stated that the ministry is streamlining the process for obtaining dual transport licenses. Approximately 1,400 licenses have already been addressed, and a field study is being launched to assess mobility needs across different provinces. The goal is to develop sustainable transport solutions tailored to the specific characteristics of rural regions.


As Morocco embarks on this ambitious overhaul of its transport systems, the implications extend beyond mere convenience. This strategic investing in infrastructure aims to bolster trade, enhance connectivity, and ultimately stimulate economic growth, underlining the government’s commitment to modernize the nation and adapt to evolving global transport dynamics.
