Kareem Zidan, a member of the Political Bureau of the National Rally of Independents (RNI), has unveiled the party’s ambitious plan to enhance investment and financing opportunities for youth and entrepreneurs in Morocco. This initiative, unveiled during a speech in Marrakech, which emphasizes equitable access to resources, aims to ignite economic growth across the nation, including less-developed regions.


Expanding Investment Opportunities

In a presentation delivered on June 30, 2026, in Marrakech, Zidan asserted that the RNI is focused on fostering investment and financing avenues for young people and entrepreneurs. This strategic initiative includes the establishment of a special fund for interest-free production loans, designed to promote economic integration and job creation within Morocco’s diverse regions.

Zidan emphasized that true development cannot be confined to major urban centers but must encompass all areas of the Kingdom to ensure equitable access to investment and employment opportunities. He highlighted the government’s ongoing implementation of a new investment charter that he describes as a long-awaited reform, applicable to all investor categories, from large corporations to small and micro-enterprises. The charter is supported by extensive outreach efforts that have engaged 75 provinces to familiarize citizens with available support mechanisms and incentives for local investment.

Bridging the Investment Gap

A critical focus of Zidan’s address was the need for spatial justice in development. He argued that Morocco’s success hinges not solely on traditional economic hubs but on the prosperity of its entire geographic landscape. The party’s philosophy champions equal access to investment opportunities for all citizens, regardless of their residential areas.

Zidan’s remarks pointed out a significant gap in financing for a considerable segment of youth and entrepreneurs who, despite their potential and innovative ideas, struggle to access initial funding. In response, the RNI has proposed a mechanism tailored to assist this demographic. The program includes a fund specifically for interest-free production loans aimed at project holders encountering barriers to bank financing. The government is set to provide necessary guarantees and support beneficiaries throughout their entrepreneurial journey, ensuring the sustainability and success of their ventures.

Real-World Examples of Need

To illustrate the urgency of this initiative, Zidan shared anecdotes from his visits to various regions. One case involved a former nurse from Khmissat who became unable to work due to an accident yet aspires to establish a home nursing service. The lack of funding has hindered his plan. Another example featured a young innovator in Agadir with promising ideas in the innovation sector, who has encountered difficulties securing financial backing. Additionally, there was the story of a woman in Rachidia running a cooperative aimed at promoting local products but struggling to manifest her project due to limited resources.

Zidan argued that these case studies underscore the critical demand for more flexible financing options that empower youth, women, and individual entrepreneurs to launch their initiatives, particularly in rural and remote areas—an alignment with royal directives for balanced national development.

A Vision for Inclusive Growth

Zidan made it clear that the RNI is not merely targeting support for large corporations; it also seeks to address the significant gap experienced by micro and small businesses. He pointed out that even modest projects, with costs as low as a few thousand dirhams, have the potential to transform lives by providing stable incomes and generating new job opportunities.

Concluding his remarks, Zidan reinforced the RNI’s vision of a Morocco built on trust, equal opportunity, and spatial justice. He asserted that facilitating access to investment and economic initiatives for all citizens will contribute to more inclusive and sustainable development while elevating the role of youth and small entrepreneurs as vital partners in the Kingdom’s economic landscape.
