Guterres Calls for Global Governance on AI and Warns of Its Risks

The rapid advancement of artificial intelligence presents both tremendous opportunities and significant challenges, according to United Nations Secretary-General António Guterres. He emphasized the vital need for effective international governance to harness AI responsibly while mitigating its inherent risks.

A Call for Global Governance

During a press conference at U.N. headquarters in New York, Guterres introduced the inaugural report from the Independent International Scientific Advisory Board on Artificial Intelligence. This document offers a balanced scientific assessment, highlighting not only the promising potential of AI but also the looming challenges and impacts associated with its deployment.

Guterres argued that if utilized responsibly, AI has the capacity to drive substantial progress in critical areas such as healthcare, food security, education, and climate action. However, he also warned of the potential harms that could arise in the absence of effective regulatory frameworks.

Urgency for Collaborative Action

The Secretary-General cautioned that the rapid evolution of AI without shared regulations could impair the ability of governments and communities to steer its course effectively. He called for immediate international action to establish a common framework governing the development and use of this transformative technology.

According to Guterres, the global community possesses adequate scientific knowledge to inform enlightened decision-making. The principal challenge lies in translating this knowledge into policies that maximize the benefits of AI while minimizing its risks.

Report Highlights Key Areas of Concern

The Independent International Scientific Advisory Board comprises 40 researchers and experts from around the world, who operate independently from any government, corporation, or institution. Their findings are set to be presented to governments during the upcoming U.N. Global Dialogue on AI Governance, scheduled for July 6-7 in Geneva.

The report systematically addresses seven major themes, including AI advancements, applications in health and education, economic and environmental impacts, and effects on human rights and democracy. It also touches upon cultural issues, autonomy, child safety, governance, and reliability.

Notably, the report underscores that while the rapid escalation in AI capabilities has broadened its applications, it also reveals a persistent disparity in access to this technology, particularly in countries of the Global South.
