On July 17, 2026, the Court of Appeal in Kenitra hosted the second regional meeting of the Coordination Committee with the Judiciary Police. This significant gathering brought together judicial and security officials to discuss ways to enhance collaborative efforts within Morocco’s evolving criminal justice system.

Strengthening Collaboration

Presided over by the Public Prosecutor at the Court of Appeal, Dr. Abdelkarim Chafai, the meeting included his deputy and committee coordinator, Mr. Khalil Boubhai, alongside the heads of first-instance courts in the jurisdiction. Noteworthy attendees included the Kenitra Security Chief, senior officials from the Judiciary Police, regional leaders from the Gendarmerie Royale, and prison directors.

Commitment to Judicial Quality

In his opening remarks, Dr. Chafai underscored the meeting’s role in enhancing coordination between the public prosecutor’s office and the Judiciary Police. He emphasized the need for improved quality in judicial investigations and operational mechanisms to ensure judicial efficiency while respecting rights and freedoms. He reiterated that the quality of reports and investigations conducted by Judiciary Police officers is crucial for building judicial conviction, urging the continuous development of professional practices in line with the legal and human rights transformations underway in Morocco.

Participants examined several key areas, including the evaluation of judicial investigations in the Court of Appeal jurisdiction, monitoring the work of local coordination committees, and reviewing outcomes from a national meeting held in Marrakech on July 2-3, which involved the Public Prosecutor’s Office, the General Directorate of National Security, and the Gendarmerie Royale.

Mr. Boubhai presented vital recommendations from the Marrakech meeting, focusing on updates to the Code of Criminal Procedure, improving investigation processes, safeguarding rights during detention, and enhancing parallel investigations in financial crimes using modern investigative techniques within legal frameworks.

Addressing Practical Challenges

The meeting also served as a platform to discuss practical challenges faced by various stakeholders. There was a shared agreement on the necessity of strengthening institutional coordination, standardizing methods for managing investigation requests, and promoting continuous training in specialized research and emerging aspects of criminal legislation.
