In a decisive step towards revitalizing Morocco’s healthcare system, the Moroccan Upper House of Parliament, known as the Council of Advisors, has approved a new legislative framework aimed at reforming the National Council of Physicians. This initiative follows earlier endorsement by the Lower House, positioning itself at the heart of the government’s broader strategy to modernize healthcare services.

The Minister of Health and Social Protection, Ameen Al-Tahrawi, introduced the new bill, which seeks to update the governing laws that have remained unchanged since 2013. The revised law aligns with ongoing reforms, notably the universalization of social protection, the establishment of health networks, and the implementation of regional governance initiatives. The proposed legislation includes a substantial restructuring of the National Council itself, increasing its membership from 27 to 40. This new assembly will allocate six seats specifically for female physicians, as well as enhance representation for academic professors and military doctors, along with Moroccan doctors practicing abroad.

The reorganization extends to regional councils, which will be aligned with Morocco’s administrative divisions, ensuring a minimum number of members to promote broader representation and accessibility across various regions of the country.

Under the new law, the council’s advisory role will be considerably broadened, requiring its input on any proposed legislation related to the medical profession. This shift not only empowers the council but also reinforces its responsibilities in professional regulation and continuous education, setting standards for governance and transparency while bolstering its administrative and financial independence.
