The Moroccan government has reported a significant increase in social support for individuals with disabilities, with beneficiaries rising from 118,000 in 2021 to an expected 293,000 by 2025. This growth underscores a broader commitment to social equity and improved welfare, particularly among rural populations.


Rising Support for Individuals with Disabilities

During a recent session in the House of Representatives, Abd El-Jabbar Rachidi, the Secretary of State for Social Integration, revealed the remarkable expansion of social support programs aimed at individuals with disabilities. The number of beneficiaries is projected to grow by 43.6% over four years, reflecting the government’s efforts to enhance targeted assistance and unify diverse social aid initiatives.

Targeting Vulnerable Populations

Rachidi highlighted that a substantial portion of the aid recipients—approximately one-third of the 27,884 children benefiting from educational support—come from rural areas, totaling 8,433 children. This demographic focus emphasizes the government’s commitment to social justice and equitable access to resources, especially in underserved regions.

To streamline the distribution of support, the government has amalgamated previously fragmented social programs. The establishment of a national population registry and a unified social registry are pivotal in this initiative, ensuring that assistance is more effectively targeted to those in need.

Positive Social Indicators

In conjunction with the increased support for individuals with disabilities, Rachidi reported promising statistics regarding poverty metrics in Morocco. The multidimensional poverty rate dropped from 4.5% to 2.5%, with the number of people living in poverty declining from four million to 2.5 million. These figures signal a positive outcome from the government’s social policies and their effectiveness in combating poverty.

Rachidi also noted that enrollment in the basic health insurance system has increased significantly, soaring from 60% to 88%. This improvement has allowed over 11 million vulnerable individuals to access the “Amo Solidarité” program, while four million families benefit from direct social assistance.

Expansion of Support Services

In rural areas, the government is prioritizing spatial justice and social equity, leading to an increase in the number of beneficiaries from various social programs. The availability of support centers for individuals with disabilities has also risen from 80 to 89, with plans to inaugurate two additional centers in Midelt and Sefrou, following the recent openings in other towns.

Addressing concerns about support for the elderly, Rachidi explained that direct financial assistance has been established for families, benefiting approximately 1.7 million seniors. This initiative aims to bolster protection against vulnerability, ensuring that aging citizens receive adequate support.

Moreover, retirees are now afforded special consideration within the new system, having been exempted from income threshold requirements. This reform simplifies access to benefits and recognizes their previous contributions to society.

A Comprehensive Approach to Social Welfare

Rachidi emphasized that the current governmental strategy represents a shift from a fragmented program-based approach to a more cohesive social support system. This transition is designed to uphold the dignity of the elderly and enhance family cohesion. The reported indicators of success reflect the government’s dedication to its social commitments, as it continues to tackle the challenges associated with aging and vulnerability through an integrated vision.
