The National Observatory for Road Transport has formally proposed to the National Road Safety Agency (NARSA) the establishment of a distinctive vehicle registration system in Morocco. This initiative seeks to prompt an institutional dialogue aimed at reevaluating the current method of distributing vehicle license plates.

Revamping Registration Systems

The Observatory argues that the existing system leads to the loss of rare and sought-after numeric combinations, which could be transformed into a significant economic resource for the public treasury. Such unique numbers attract interest from individuals who may be willing to pay a premium to secure them. By tapping into this market, the government can bolster its financial resources without imposing new taxes.

International Models as a Reference

In its proposal, the Observatory highlights successful international experiences where similar systems have been implemented, allowing for the sale or auctioning of distinctive plates. These initiatives have generated substantial additional revenue for national treasuries, proving the viability of such an approach.

Current Inequities and Proposed Solutions

The current registration system, founded on the principle of administrative equality among all users, neglects the varied demand for certain numbers. This leads to a missed opportunity for individuals eager to pay for a customized service and for the state to benefit from an untapped financial reservoir. To address this, the Observatory advocates for an optional parallel registration system. This would enable users to reserve or acquire unique numbers through organized and transparent online auctions while preserving free access to standard registration services for all citizens.

Enhancing Road Safety Through Revenue Allocation

In terms of governance and resource management, the proposal emphasizes that the potential revenues from this initiative should be directed towards funding road safety programs, developing digital services related to vehicle registration, and improving the infrastructure within the sector. Such investments would contribute to elevating the quality of services provided to users.
