Strengthening the Social State: New Commitments from Morocco’s RNI

The National Rally of Independents (RNI) has unveiled its second commitment in a series aimed at bolstering Morocco’s social infrastructure. This initiative, which emphasizes water and energy sovereignty, seeks to enhance public service quality across the nation, addressing vital concerns of accessibility and equity in the face of ongoing economic challenges.

Context: A Vision for a Social State

In a recent announcement from Oujda, RNI leader and government minister Mustapha Baïtas laid out the party’s strategic vision for a more citizen-centered social state. The initiative promises equitable access to essential services while targeting regional disparities, thereby reinforcing citizens’ rights in practical terms. This commitment reflects an urgent response to the broader societal needs arising from economic fluctuations and climate change.

Commitments on Water and Energy

Baïtas articulated the party’s comprehensive approach, which identifies water and energy sovereignty as foundational pillars for sustainable development. The announcement underscores the urgency of establishing a more resilient water management system capable of grappling with drought and climate change challenges. RNI plans to invest in dam infrastructure to elevate the kingdom’s storage capacity to 26 billion cubic meters by 2031. Additional projects will include inter-basin water transfer initiatives, expansion of desalination efforts, and enhanced wastewater reuse, all aimed at ensuring universal access to clean drinking water.

In the energy sector, the party aims to launch a national program equipping Moroccan households with solar panels, empowering them to generate their own electricity and reduce energy bills. This initiative, which allows for the sale of surplus energy back to the national grid, will be financed through mechanisms that permit gradual repayment, capitalizing on the savings achieved from reduced consumption. Baïtas emphasized that the energy strategy will take regional characteristics into account, promoting clean energy solutions that support sustainable tourism and elevate Southern regions as global solar energy hubs.

Economic Implications and Protection Measures

In light of rising global energy prices, the RNI proposes a mechanism for automatic adjustments to direct social support to mitigate the impact on household budgets. The plan also includes maintaining stable electricity prices for low-income families during periods of energy instability, ensuring that economic vulnerabilities are addressed comprehensively.

This second commitment serves as a continuation of RNI’s first initiative, revealed in Fez, titled “Sustainable Protection of Purchasing Power,” which outlined a variety of social and economic measures. As the party signals its commitment to transparency and ongoing engagement, it plans to roll out further commitments across various Moroccan regions, showcasing a strategic roadmap designed to reinforce the social fabric and promote equitable development.
