In a strategic move to bolster public healthcare, Morocco’s Minister of Health, Amine Tehrawi, has underscored the government’s commitment to improving service quality and restoring citizens’ trust. With urgent reforms initiated to enhance hospital performance, the focus on patient experience has become a central priority in the ongoing healthcare system overhaul.
Transforming Emergency Services
Tehrawi recently announced that since the launch of an emergency improvement plan in October 2025, significant strides have been made to reorganize emergency services, implementing a triage system based on severity. A substantial budget of 177.3 million dirhams has been allocated for upgrading facilities, complemented by 152.8 million dirhams for essential medical equipment.
This emergency plan has already resulted in an influx of 531 additional healthcare professionals in emergency departments, alongside a notable 26% increase in the availability of medicines and health products. The capacity of healthcare services has also been significantly boosted, adding 1,717 beds through the operationalization of 11 medical institutions, thereby expanding care options for approximately 14 million citizens.
Expansion and Capacity Building
Looking ahead to 2026, the Minister reported the completion of three new hospital projects that have added 285 beds, with plans underway to introduce roughly 2,900 more beds before the third quarter of the year concludes. This expansion is pivotal in addressing the growing healthcare demands of the population.
In enhancing the patient experience, more than 900 healthcare professionals have been designated to reception and guidance services. Additionally, the number of medical social assistants has been increased to 529, supported by the establishment of 182 social medical assistance units and significant improvements in reception areas, hygiene, and accompanying services.
Innovating Emergency Response
The Ministry is further committed to reforming the emergency response framework with the establishment of a regional model for emergency medical assistance (SAMU). This initiative includes strengthening rapid response teams and upgrading ambulance fleets with modern vehicles. An information system for real-time tracking of emergency cases has also been implemented, achieving a 72% rate of case organization and referral in model regions.
Tehrawi highlighted a focus on fostering a culture of listening to citizens through the launch of a national digital platform for health complaints and tracking. In just a month and a half, over 4,200 complaints were recorded, with more than 3,000 successfully addressed, reflecting a processing rate of 73%.
