Strengthening Digital Governance in Morocco: A Commitment to Citizen Engagement

Morocco’s government is taking significant steps to enhance public administration and foster trust between citizens and their institutions. In a recent presentation, Amliah Falah Seghrouchni, the Minister of Digital Transition and Administrative Reform, detailed initiatives aimed at improving service delivery and addressing citizen grievances, all while aligning with royal directives on efficient governance.

Emphasizing Collaboration and Responsiveness

During a session with the Justice Committee, Minister Falah highlighted the government’s commitment to ongoing collaboration with the Mediator’s Institution. This partnership reflects a broader strategy to incorporate public feedback into administrative reforms. The minister stressed that such engagement is vital for restoring public confidence and ensuring that administrative services meet the needs of citizens.

This initiative is also underpinned by Government Circular No. 12/2025, which calls for strengthened coordination between public administrations and the Mediator’s Institution. This directive aims to activate mechanisms for good governance while ensuring prompt and effective complaint management.

A Strategic Blueprint for Public Administration Reform

The government is implementing a sectoral plan focused on revitalizing public services. This comprehensive strategy aims to enhance administrative efficiency and citizen trust through modernization efforts, decentralization, and the introduction of good governance principles. A key element of this reform is the digital transformation of public services, which is expected to streamline operations and improve user experience.

Among the proposed reforms are the simplification of administrative procedures, ethical governance, and ongoing improvements to the public employment system. Additionally, the inclusion of Tamazight as an official language in administration marks a significant step toward a more inclusive governance model.

A Roadmap for Digital Transformation

With a focus on 2030, the Ministry has devised a national strategy to digitize public services and develop a robust digital economy. This strategy encompasses the enhancement of digital infrastructure, updating legal frameworks, and investing in digital skills training.

The role of the Mediator’s Institution in resolving administrative disputes is crucial, as it facilitates mediation and amicable settlements. The legal framework governing interactions between the institution and public entities is designed to ensure swift responses to complaints and recommendations.

A Review of Progress: 2024 Results

Looking at the outcomes of 2024, Minister Falah reported that the ministry received 25 complaints, which were addressed through 37 investigative sessions. While 14 complaints have been resolved, 11 remain under consideration. The recommendations have highlighted the necessity for accelerated digital transformation in public services, reduced complaint processing times, and the development of digital communication platforms, particularly in sectors that frequently encounter complaints.

The minister’s emphasis on continuity and quality in public service underlines the government’s dedication to creating a responsive and accountable administration.
