Government Advances Legal Reforms to Enhance Intellectual Property and Higher Education

In a significant move aimed at modernizing its legal framework, the Moroccan government has approved a set of reforms targeting copyright laws and higher education institutions. These initiatives, unveiled during a cabinet meeting led by Prime Minister Aziz Akhannouch, are designed to align Morocco’s legal provisions with technological advancements and improve the quality of educational offerings nationwide.

Modernizing Copyright Laws

One of the key proposals endorsed by the Cabinet is Bill No. 013.26, which seeks to amend existing copyright laws. This legislative update addresses the rapid digital transformation affecting the creative sectors and aims to bolster the protection of intellectual property rights. By refining relevant legal concepts, the government intends to create a more supportive environment for artists and creators, ensuring their works are safeguarded against infringement in an increasingly online marketplace.

Digitizing Judicial Processes

In addition to copyright reforms, the Cabinet also approved a draft decree focused on the enforcement of penal coercion procedures, emphasizing the importance of digitizing collection processes. This initiative will establish an electronic platform to streamline and monitor judicial collection efforts, enhancing the efficiency of administrative and judicial workflows linked to criminal procedural regulations.

Restructuring Higher Education Institutions

Furthermore, a decree concerning university institutions and student residences was passed, aiming to restructure several open-access institutions. This initiative is geared toward improving educational support and administrative frameworks while ensuring that academic offerings are aligned with shifting demographic trends and labor market needs.

By reinforcing the quality of training and enhancing the effectiveness of higher education and research systems, these reforms seek to make university services more accessible to students across the country.

Strengthening International Cooperation

The cabinet meeting concluded with an endorsement of a cooperation agreement in the field of labor between Morocco and Burkina Faso, along with a legislative proposal to ratify the agreement signed in Ouagadougou in December 2025. This collaboration underscores Morocco’s commitment to fostering international partnerships aimed at enhancing workforce development.

These reforms represent a strategic effort by the Moroccan government to not only adapt to modern challenges but also to lay the groundwork for sustainable development in the creative and educational sectors.
