During a session of the House of Councillors on Tuesday, Prime Minister Aziz Akhannouch highlighted the transformative impact of the “Green Morocco Plan” on the agricultural sector, emphasizing its role in transitioning Moroccan agriculture from a subsistence model to a strategic driver of comprehensive development.

Context of Agricultural Reform

Introduced in 2008, the ambitious royal initiative known as the Green Morocco Plan has reshaped the nation’s agricultural landscape. Akhannouch pointed out that this integrated approach has shifted away from traditional methods towards a more comprehensive vision with an emphasis on governance and productivity.

Investment and Growth Metrics

Akhannouch noted that the successful structural transformation of the sector resulted from a massive investment of approximately 132.4 billion dirhams. These funds have been allocated to enhance production infrastructure, develop agricultural value chains, and support solidarity farming initiatives. As a result, performance indicators have shown a significant increase, with agricultural GDP more than doubling and an average annual growth rate of 4.7% from 2008 to 2020, underscoring the effectiveness of the strategic choices made.

Social and Economic Dimensions

The Prime Minister emphasized the plan’s social and developmental significance, particularly in prioritizing human capital and rural development. Over 50 million additional workdays have been created, improving the incomes of rural families and fostering the integration of small producers through the launch of hundreds of solidarity projects.

Future Directions and Sustainability

Akhannouch concluded by asserting that these achievements have strengthened the resilience of Moroccan agriculture, serving as a safeguard against international economic fluctuations. This robust momentum is paving the way for a new phase through the introduction of the “Green Generation 2020-2030” strategy, which aims to establish integrated and sustainable agricultural practices, with human capital as a fundamental pillar for ensuring long-term food security.
