He highlighted ongoing concerns such as precarious income, insufficient healthcare coverage, and barriers to funding. Furthermore, Anan cited the interference of certain political factions in the management of the sector, complicating efforts to enhance its viability.
Empowering Social and Solidarity Economy
Saadi also underscored the significance of the social and solidarity economy as a crucial driver for economic empowerment, particularly among women and youth. He revealed that Morocco has approximately 65,000 cooperatives involving around 800,000 members, supported by initiatives like the National Human Development Initiative and the Green Morocco Plan.
Legislative Developments
In response to the need for a cohesive framework, Saadi announced the preparation of a framework law on the social and solidarity economy. This legislation aims to unify legal standards and improve coordination among stakeholders by establishing a national committee, transforming the Cooperative Development Office into a National Agency, and launching a national observatory to monitor economic and social impacts.
Financial Support Initiatives
The government has mobilized significant financial resources, including 120 million dirhams for cooperatives and associations, alongside initiatives such as “Nasha” and “Tahfiz” to bolster women-led businesses. MP Najwa Koukos commended these efforts while urging for an expedited rollout of the National Agency to better integrate marginalized groups in both rural and urban areas.

Saadi reiterated the importance of the “Artisanal Treasures” program, designed to safeguard endangered crafts and facilitate knowledge transfer between generations. He stressed ongoing initiatives to improve artisans’ access to raw materials, develop support mechanisms, and grant professional cardholders tangible benefits in their administrative and professional journeys.
