New Institutional Move: Culture Ministry Joins Information Access Platform

In a landmark move to bolster transparency and uphold the constitutional right to information, Morocco’s Ministry of Youth, Culture, and Communication has officially joined the National Portal for the Right to Access Information (PNDAI). The agreement, signed in Rabat during the third edition of the Moroccan Electronic Gaming Exhibition, aims to streamline public information access and enhance government accountability.

Strengthening Transparency in Public Administration

The signing ceremony was attended by Minister of Youth, Culture, and Communication Mohamed Mehdi Bensaid and Omar Sagrouchni, the President of the Right to Access Information Commission. The partnership establishes a framework for the ministry and its affiliated institutions to monitor and respond to information requests and complaints, in accordance with the provisions of Law No. 31.13. This will include proactive publication of accessible information and open data, fulfilling obligations outlined in Article 10 of the same law.

Commitment to Open Governance

As part of the agreement, the ministry will provide the commission with relevant data regarding its institutions and entities under its authority, reinforcing governance in public information management. This transparent sharing aims to facilitate a collaborative approach towards effective governance and public service delivery.

In conjunction, the commission will organize training and awareness sessions for ministry officials, guiding them in the integration of their services within the digital platform. This support underscores a commitment to enriching the skills necessary for effective information management.

A Step Towards Digital Transformation

Minister Bensaid emphasized that this initiative aligns with the constitutional provisions regarding access to information, marking a pivotal stage in the digitization of public services. He stressed that the goal is to embed transparency as a fundamental principle of administrative operations, thereby bringing information closer to citizens.

Similarly, Sagrouchni highlighted the importance of including the youth in this program, stating that engaging the ministry opens pathways to citizen access to information related to public affairs management. This engagement aligns with broader efforts to democratize information and enhance civic participation.

A Comprehensive Information Access Platform

The National Portal for the Right to Access Information serves as a digital hub for Moroccan citizens and residents, enabling them to submit and track requests for information. Additionally, it provides public institutions with tools to improve performance and enhance transparency in public service management.

This strategic partnership not only emphasizes the government’s commitment to accountability but also reinforces the significance of citizen engagement in shaping a more open administrative landscape.
