Morocco is witnessing a significant surge in participation from businesses in public procurement, thanks to government reforms aimed at enhancing market access. As the number of registered companies on the public procurement portal has risen impressively, the move reflects a robust strategy to bolster the national economy and encourage small enterprises.


Rising Engagement in Public Procurement

In recent years, Morocco has made substantial strides in public procurement participation. According to Nadia Fettah, the Minister of Economy and Finance, the number of businesses registered on the national procurement portal increased from 35,484 at the end of August 2023 to 54,681 by 2025. This growth of over 54% underscores the government’s commitment to fostering a more inclusive economic landscape.

Government Reforms to Boost Participation

The reforms implemented in the public procurement sector have designated 30% of public contracts for micro, small, and medium enterprises, startups, and cooperatives. This initiative aims to broaden the opportunities for these entities within the public market space. Furthermore, new mechanisms, including competitive dialogue and spontaneous offers, have been introduced to streamline the procurement process, enhance innovation, and promote research and development in public projects.

Digital Transformation and Innovative Services

Recent amendments also emphasize the integration of innovative services linked to digital startups, aligning with Morocco’s ongoing digital transformation efforts. The objective is to support national economic competitiveness by leveraging modern technology in public procurement.

In 2025, the country launched 5,565 simplified tenders for state services, 3,944 for local authorities, and 4,630 for public institutions, amounting to a total financial value exceeding 6.3 billion dirhams. Additionally, 252 simplified architectural consultations aimed at new architects were recorded, distributing about 391 million dirhams across various sectors.


As Morocco continues to evolve its public procurement framework, the implications for local businesses and the broader economy are significant. These reforms not only enhance market access for small enterprises but also position the nation strategically in the age of digital economy and inclusivity.
