Revitalizing Morocco’s Business Climate for Economic Growth
Morocco’s investment strategy is undergoing a transformative phase, with significant reforms aimed at improving the national business environment. According to Karim Zidan, the Minister Delegate to the Head of Government in charge of Investment and Policy Evaluation, these initiatives are set to enhance the country’s competitiveness and attract productive investments crucial for job creation amid increasing global competition.
A Comprehensive Approach to Investment
Speaking during a recent oral question session in the Council of Advisors, Zidan emphasized that the government’s primary objective is to attract investments capable of generating employment opportunities. He mentioned ongoing structural and institutional reforms contributing to notable progress in the business climate, indicating a strategic shift toward prioritizing investment facilitation.
The introduction of the new Investment Charter marks a pivotal change, placing the enhancement of the business environment front and center in its priorities. This initiative aims to create a comprehensive system for stimulating investment and leveraging regional potentials. To this end, the government has established a roadmap for the 2023-2026 period, based on a partnership model involving public and private sectors, as well as financial institutions.
Key Initiatives and Progress
Zidan outlined that this roadmap focuses on improving structural investment conditions, enhancing competitiveness, and supporting entrepreneurship and innovation. It also reinforces governance principles, integrity, and corruption prevention. Notably, the roadmap consists of ten projects and forty-six initiatives, with 98% already activated and a 72% implementation rate achieved so far.
Among the government’s actions is the facilitation of small and medium-sized enterprises’ access to public contracts, alongside setting performance deadlines and limiting administrative decisions related to investment to a maximum of 30 days.
The reforms also include the enactment of new laws governing industrial zones, self-produced electric energy, and crowdfunding, as well as digitizing business establishment processes, while activating arbitration and alternative dispute resolution mechanisms.
Streamlining Administrative Processes
In a bid to reduce bureaucratic burdens, Zidan highlighted efforts to simplify 22 administrative decisions, which resulted in a 45% reduction in the average number of required documents. Notably, the reduction was even more pronounced in project acceptance documents, land mobilization, building permits, and operating licenses.
Additionally, Zidan pointed out the activation of administrative decentralization in various decisions, aimed at expediting regional file processing. Concurrently, the development of the “CRI Invest” platform seeks to bolster process digitization and ensure transparency.
Future Outlook and Regional Investment Dynamics
The Minister concluded by noting the continued work on refining fifteen integrated investment pathways, selected based on their potential to create jobs and attract private investment. He highlighted the growing role of unified regional investment committees, which from early 2025 will have the authority to approve projects valued under 250 million dirhams, thereby enhancing regional economic dynamism.
