Ministry Plans to Extend University Grants to 97% of Students

Morocco’s Minister of Higher Education, Azeddine Midaoui, has set an ambitious target for the upcoming academic year: to provide university scholarships for 97% of students. He has urged local communities and benefactors to enhance housing and dining services for students, emphasizing the critical link between these services and academic success.

Enhancing Student Support Services
During a recent parliamentary session, Midaoui highlighted that scholarships and university housing are essential for improving academic performance and reducing dropout rates. The ministry is also reviewing the scholarship amount and eligibility criteria tied to the unified social registry to ensure broader access.

Current Infrastructure and Needs
As it stands, Morocco operates 23 university cafeterias across various regions, employing delegated management and digital solutions to enhance service quality. Notably, the government subsidizes each meal significantly, with students paying only approximately 1.40 dirhams, while the state covers 30 to 35 dirhams per meal.

Addressing Housing Shortages
Midaoui acknowledged the existing gap in university housing, which currently offers only about 60,000 beds for a growing student population. Efforts are underway to amend the legal framework governing the National Office for University Social and Cultural Services, aiming to establish regional representation for better governance and management.

Adapting to Digital Transformation
In addition to infrastructure improvements, the ministry is committed to embracing digital transformation and artificial intelligence. The internet bandwidth in universities has been significantly enhanced from 24 to 60 gigabits per second, and a national digitization center is being established, alongside the setup of 14 studios in partnership with the Office Chérifien des Phosphates.
