Celebrating 21 Years of Human Development Initiative: A Transformative Journey

The Kénitra region has commemorated the 21st anniversary of Morocco’s National Initiative for Human Development (INDH) with a dedicated event showcasing its evolution since its launch by King Mohammed VI in 2005. This initiative stands as a vital pillar for social justice, aimed at reducing regional disparities and preserving citizens’ dignity.

Context: A Decade of Transformation

Over the past two decades, the INDH has undergone significant shifts that have solidified its role as a national model rooted in local governance, participatory approaches, and targeted social inclusion. Abdellah Hamid, the Wali of Kénitra, emphasized the initiative’s focus on social and economic integration for vulnerable groups during a recent presentation.

The journey began with the first two phases (2005-2018), which established fundamental governance structures through local development committees responsible for identifying needs and proposing projects. Regional committees then coordinated and validated these efforts, leading to enhanced social infrastructure and direct project impacts, particularly in rural and marginalized urban areas.

Recent Developments: A Shift to Program Leadership

The third phase (2019-2020) marked a transition in management style, moving from project execution to program leadership by creating specialized technical committees and launching youth platforms. This shift aligns with the national ambition to invest in human capital and support the economic integration of young people.

Kénitra’s governance system now includes 12 local development committees—six urban and six rural—comprising 315 members, including local authority representatives, elected officials, decentralized services, and civil society actors. Notably, women’s representation stands at 20%, complemented by significant youth participation. These committees have conducted 138 meetings up to March 31, 2026, while the regional committee, which includes 27 members, has held 21 meetings to oversee and follow up on approved projects.

Significant Achievements and Strategic Partnerships

In its first two decades, the INDH in Kénitra has supported over 2,540 projects and activities, with an investment exceeding 1.38 billion dirhams, of which INDH contributed over 1.258 billion dirhams. During the recent gathering, the social work department presented impressive results and governance mechanisms, highlighting the dynamism characterizing project execution in the region.

Additionally, 51 partnership agreements for approved projects for 2026 were signed, involving institutional partners and civil society actors to enhance coordination and activate socially-oriented projects. These agreements span four key programs: bridging infrastructural gaps with five agreements totaling 14.88 million dirhams; supporting vulnerable individuals with 20 agreements totaling 11.42 million dirhams; enhancing youth income and economic integration through three framework agreements committing 16.87 million dirhams for 157 projects; and advancing human development for future generations with 23 agreements amounting to 25.26 million dirhams.

The event concluded with the launch of a Mobile Social Intervention Center (SAMU) in Kénitra, financed by the INDH with support from the local municipality, aiming to improve field social intervention services and the overall quality of social offerings in the region.

As the INDH celebrates over two decades of impactful initiatives, it reinforces its commitment to fostering substantive social change, addressing inequalities, and championing the rights and dignity of all Moroccan citizens. The latest phase reflects a strategic direction focused not only on infrastructure but, more crucially, on empowering individuals and communities for sustainable development.
