Integrity Body: Fighting Corruption Requires a Unified Approach

Rebuilding Trust: The Imperative for Enhanced Transparency in Governance

As calls for transparency in governance intensify across Africa, Mohamed Benaliou, head of the National Authority for Integrity, Anti-Corruption, and Prevention, emphasizes that fostering integrity has become a critical “battle for trust.” He advocates for a departure from solitary management practices in favor of inclusive approaches that engage citizens.

A Shift Towards Inclusive Governance

Speaking at the African Open Government Forum, Benaliou highlighted the necessity of reconfiguring the relationship between institutions and citizens. The shifts characterizing governance within Africa demand a participatory and transparent framework, he argues. These principles, he insists, are fundamental to rebuilding trust in public service.

The transition from unilateral management to multi-stakeholder collaboration is not merely beneficial; it is essential for enhancing the efficacy of public policies. Benaliou underlined the importance of involving civil society not just as a consultative entity but as a genuine partner in decision-making and policy implementation.

Expanding the Concept of Open Government

Benaliou pointed out that the “Open Government” initiative has successfully established a new model of shared responsibility between the state and society. However, the current objective aims to broaden this concept to encompass various institutions, adopting a model of “open institutions.” This model fosters better integration and coordination among all stakeholders involved.

In this context, the authority has pledged to engage actively in this international dynamic, aimed at enhancing its coordination capabilities and sharing expertise. This commitment is part of a broader strategy designed to strengthen the authority’s influence on policies related to combating corruption.

Fostering Citizen Participation

Efforts are underway to formulate practical commitments that prioritize citizen engagement, enhance partnerships with civil society, and improve institutional coordination. Such initiatives are vital for creating a cohesive system of transparency and accountability.

Benaliou concluded by underscoring that the true challenge lies not in merely proclaiming principles but in translating them into tangible outcomes. The quality of public policies and the level of trust in institutions will ultimately determine the success of this integrity battle. Regaining this trust remains central to the fight for a more transparent and accountable governance landscape.
