Morocco’s Prime Minister Aziz Akhannouch has unveiled a set of regulatory measures aimed at stabilizing prices for sacrificial animals ahead of the upcoming Eid al-Adha, scheduled for 2026. This initiative is part of the government’s broader strategy to protect consumer purchasing power while ensuring transparency in livestock markets.

Striving for Market Stability

On May 18, 2023, the official announcement highlighted the urgent need for measures designed to maintain equilibrium in the livestock market, as rising prices threaten to undermine consumer confidence. The new regulations follow consultations with the Competition Council, emphasizing the government’s commitment to fostering fair competition while curbing monopolistic practices, which have been rampant in recent years.

Key Regulatory Measures

Among the prominent actions outlined in the initiative is the restriction of sheep sales to legally authorized markets only, with allowances for direct sales from farms under current regulations. This move aims to eliminate informal sales, which have historically contributed to price inflation and decreased consumer confidence.

Additionally, vendors will be required to pre-register with local authorities, providing their identities, the number of animals for sale, and their sources. Such measures are designed to enhance oversight and traceability throughout the distribution chain, ensuring that consumers can make informed purchases.

Combatting Speculative Practices

The new regulations also address the issue of speculative buying practices, outright banning the purchase of animals for resale in markets—viewed as a key factor driving up prices. The government has prohibited any form of collusion or artificial bidding intended to manipulate market rates or create price surges.

Moreover, the decree serves as a strict prohibition against hoarding animals outside of traditional trading channels with the aim of creating artificial shortage or influencing prices. Violators of these new rules will face severe penalties, including hefty fines, potential imprisonment, and the closure of non-compliant sales points, along with confiscation of animals and equipment involved in the offenses.

A Call for Industry Responsibility

The government has urged all market participants and stakeholders in the sacrificial livestock sector to comply with market regulations and uphold a sense of responsibility. This call for accountability underscores the importance of ensuring that consumers are protected and that markets operate under fair and transparent conditions.

As Morocco approaches Eid al-Adha, these efforts reflect a concerted response to safeguard the economy while fostering trust among consumers, demonstrating the government’s proactive approach in addressing challenges within the livestock sector.
