New EU Initiative Aims to Combat Poverty and Enhance Disability Rights Amid Cost of Living Crisis

On Wednesday, the European Commission unveiled a comprehensive social package aimed at tackling poverty and bolstering the rights of individuals with disabilities across the EU. This initiative comes in response to mounting pressures from skyrocketing living costs and an ongoing housing crisis affecting several member states.

Context: A Growing Challenge

The latest measures mark the introduction of the EU’s first dedicated strategy against poverty, which includes a Council recommendation to tackle housing exclusion, alongside two additional recommendations targeting child poverty and the rights of individuals with disabilities by 2030. The Commission’s concerns are underscored by alarming statistics: 52% of EU residents cite the cost of living as their primary worry, while one in five faces the threat of poverty or social exclusion, a figure that increases to one in four for children.

Sobering Housing Statistics

Recent European data reveal that property prices have soared by nearly 60% since 2013, compounding a dire situation where approximately one million individuals lack stable housing. The new strategy aims to eradicate poverty by 2050, with an interim target of reducing the number of those at risk of poverty by at least 15 million by 2030, as outlined in the European Pillar of Social Rights.

Strategic Priorities for the Future

The plan, built on three core priorities, emphasizes the creation of quality jobs, access to essential services, and adequate income support, while also enhancing coordination among various intervention levels. In terms of child poverty, the Commission advocates for an enhanced “European Child Guarantee” to improve access to education, healthcare, school nutrition, and essential services.

Focus on Housing Solutions

Regarding housing, Brussels is banking on preventive and structural solutions, highlighting the need for expanded social and affordable housing options, part of a larger initiative slated to be launched by the end of 2025.

Addressing Disability Challenges

More than 90 million individuals within the EU are potentially impacted by disability policies, despite ongoing disparities in employment and poverty risks. To address these challenges, the Commission plans to extend the European Disability Card and establish a European coalition to support independent living, along with increased investments in assistive technologies.

European Commission President Ursula von der Leyen emphasized that poverty and social exclusion represent significant challenges that Europe must confront decisively. The latest initiatives are aimed at reducing poverty while ensuring dignity and equal opportunities for all citizens.
