Baitas: Civil Society Key to Strengthening the Social State and Development

At the eighth National Forum of Civil Society Associations in Oujda, Moroccan government spokesperson Mustapha Baïtas emphasized the instrumental role of civil society in cementing the foundations of a social state. He underscored that these organizations are essential partners in implementing public policies and fostering community development.


Civil Society as a Driving Force for Development

Baïtas made his remarks on Friday during the forum organized under the theme “Civil Society and Public Policies: Challenges and Prospects.” This initiative aligns with the Moroccan government’s commitment to enhancing the role of civil society in navigating development transformations across the nation. His comments reflect a broader acknowledgment of the growing importance of associations in contributing to social cohesion and public engagement.

The minister highlighted that the dynamic activities of civil society mirror a spirit of solidarity and community involvement, indicating progress in establishing a social state—an objective firmly rooted in the government’s program and aligned with royal directives.

Strengthening Institutional Frameworks

The forum also serves as a key component of the ministry’s “Network” strategy for 2022-2026, focusing on bolstering the contribution of civil society in the framing, monitoring, and evaluation of public policies in accordance with constitutional provisions, which grant civil society a pivotal role in development.

Baïtas outlined several initiatives aimed at enhancing the institutional environment for civil associations, including the completion of the regulatory framework for volunteer work and the launch of a dedicated national portal. Additionally, a national digital platform tailored for associations will be introduced, providing free administrative and financial management services.

Legislative Reforms and Digital Transition

Regarding legislative changes, Baïtas announced the submission of a public consultation law to the government secretariat. This move aims to fortify civil society’s influence in shaping development policies. He also mentioned ongoing efforts to create a new legal framework governing employment within associations.

He underscored the importance of digital transformation as a means to modernize civil society operations and broaden participation. Baïtas called for enhanced networking among associations through unions and partnerships that can generate significant social impact, emphasizing that effective development hinges on the synergy between the state and civil society.

Forging Partnerships for Regional Development

The opening session concluded with the signing of a partnership agreement with the Cooperation Association for Development and Culture in Oujda. This agreement aims to oversee the implementation of a national program designed to strengthen the managerial and institutional capacities of associations in the eastern region, facilitating better execution of public policies in the area.

In closing, Baïtas urged civil actors to continue their engagement in comprehensive development, acknowledging the vital support from various institutional and regional partners dedicated to advocating for civil efforts.
