The Moroccan government is embarking on a sweeping reform of its tourism and hospitality sectors, aiming to modernize legal frameworks, accelerate digital transformation, and enhance training programs nationwide. These initiatives, as outlined by Minister of Tourism Fatima Zahra Amour in a parliamentary response, are critical for adapting to evolving market demands and improving service quality in a competitive landscape.

Strategic Reforms in the Tourism Sector

The Ministry of Tourism is undertaking substantial legal updates to enhance the governance of tourism professions amid rapid sectoral evolution. This comprehensive reform, encompassing travel agencies, tour guidance, and accommodation, is designed to align regulations with market needs and quality standards.

Specifically, the introduction of Law No. 11.16, which governs travel agencies, was accompanied by its implementing decree, No. 2.21.80. This legislation aims to prepare the sector for the demands of digital transformation and changing consumer habits in tourism, particularly in the realm of e-tourism.

Enhancing Tour Guidance and Accommodation Quality

In tourism guidance, Law No. 05.12 has been enacted along with its regulatory texts, intended to elevate service standards while facilitating access to the profession through international-quality training. In terms of hospitality, Law No. 80.14, concerning tourism establishments, has been activated to enhance service quality and strengthen the competitiveness of Moroccan offerings. This law introduces new classifications, such as sports and kasbah accommodations, while also working to integrate unclassified accommodations into the formal sector gradually.

Digital Advancements and Workforce Development

Digital integration is a focal point of the ministry’s modernization efforts, aimed at improving tourist experiences and streamlining processes. This initiative includes the launch of digital platforms for managing professional licenses, particularly for guides and travel agencies. A new legislative framework supporting e-tourism is also in development, with a focus on online sales and digital services within the sector.

On the training front, the ministry is pursuing a collaborative approach with industry professionals, guided by the tourism roadmap for 2023-2026. Over 14 new programs have been introduced, and six existing programs have been updated at the International Higher Institute of Tourism in Tangier, with new branches established in Marrakesh and Agadir. Additionally, vocational training partnerships are designed to enhance workforce readiness, including the “Cap Excellence” program for hospitality training institutions and ongoing opportunities for over 8,000 existing sector employees.

These strategic measures signal Morocco’s commitment to revitalizing its tourism landscape, positioning itself as a competitive destination in the global market.
