On Friday in Rabat, Morocco’s Higher Council for Education, Training, and Scientific Research called for the creation of a comprehensive national strategy to integrate artificial intelligence into the education system. Amid rapid technological advancements, the council emphasized the need for ethical governance and awareness of the potential risks associated with generative AI in educational environments.

The Imperative for a National Strategy
During a roundtable discussion at the 31st International Publishing and Book Fair, participants highlighted the pressing need for a structured approach to harness the benefits of artificial intelligence in education. Fouad Chafiki, the council’s secretary-general, pointed out that the rise of AI represents a significant shift that affects both the cognitive and emotional aspects of learners. He noted a stark contrast between the traditional learning model, which relies heavily on effort and time, and the immediacy characteristic of generative AI technologies.

Chafiki voiced concerns regarding technological dependency and the potential decline in critical thinking, particularly in the absence of clear regulatory frameworks outlining the acceptable and prohibited uses of such technology in educational settings.

Addressing Educational Integrity
The council also stressed the existence of a regulatory void impacting the integrity of educational trajectories across various levels. It called for immediate action to safeguard the intellectual and cultural identity of Moroccan education from the unregulated encroachment of automation into students’ daily practices.

Hamid Bouchikhi, head of the AI in Education working group, elaborated that the council’s recommendations stem from the rapid adoption of generative AI technologies among both students and educators, which is not yet matched by institutional preparedness. The council aims to establish a national framework that leverages AI in a manner that prioritizes human involvement in educational reform.

A Phased Approach to Implementation
Bouchikhi laid out a strategic, phased approach focusing first on safeguarding cognitive development in primary education, then enhancing critical thinking in secondary education, and finally ensuring academic integrity in higher education. Central to this strategy is the promotion of digital sovereignty, which includes the protection of personal data and equitable access to technological tools.

The council’s engagement with the international publishing and book fair aligns with its constitutional responsibilities and its commitment to fostering institutional openness and enriching public discourse on the future of Morocco’s education and research systems.
