At the conclusion of the African Open Government Conference 2026 in Rabat, Aml Fllah Sgrouchni, the Minister Delegate for Digital Transition and Administrative Reform, emphasized Africa’s potential to carve its own path in open governance. She asserted that the continent possesses the necessary resources, priorities, and rich experiences to develop its unique vision.

Paving the Way for Openness

Minister Sgrouchni highlighted that the conference showcased Africa’s innovative capacity in transparency, civic engagement, public integrity, and digital transformation. This illustrates a growing momentum for establishing more open and effective governance in the region.

She underscored the emergence of a distinct African model for open governance, focusing on citizen proximity, inclusion, innovation, and collaborative public policy development. The initiatives presented, particularly concerning access to information, participatory budgeting, open justice, public integrity, and the engagement of local governments, collectively reflect what she describes as an “African school” of open governance.

Upcoming Initiatives

In anticipation of future developments, the Minister announced that her department will host a national meeting on open governance in Dakhla, engaging various stakeholders, including constitutional institutions and local communities, alongside substantial civil society participation.

Commitment to Transparency

At the conclusion of the conference, participating African civil society organizations issued the “Rabat Declaration,” which aims to enhance political commitment to open governance across Africa. This collective pledge reaffirms their dedication to promoting the values of transparency, accountability, and civic participation throughout the continent.
