Khalid Zidane, the Minister Delegate in charge of Investment, Policy Coordination, and Evaluation of Public Policies, called for the establishment of public policy coordination as a permanent institutional approach that encompasses various stages of public work preparation, execution, and evaluation.

During the opening of the national meeting on public policy coordination in Rabat, Zidane emphasized that the key challenge lies in transforming this coordination into a stable institutional practice, rather than allowing it to remain tied to exceptional circumstances or temporary initiatives. He stressed the need to integrate it within the normal workflow of the public policy lifecycle.

Zidane pointed out that the new normative framework for public policy coordination was developed through a participatory approach involving various government sectors and the High Commission for Planning, aiming to unify practices from the conception stage to evaluation.

He highlighted the importance of adopting a logic of cooperation and collective intelligence among various stakeholders to ensure improved efficiency of public policies and the quality of their impact. He revealed plans to strengthen this framework with a robust regulatory support that establishes coordination as a fundamental element in public governance.

The true challenge, he noted, is not in formulating policies but in how to implement, follow up, and evaluate them. In this context, he emphasized the pivotal role of the territorial dimension in the success of this approach, aligning with the advanced regionalization project and responding to citizens’ needs.

The Minister reaffirmed that policy coordination is particularly significant in light of the major projects currently underway in Morocco, such as the expansion of social protection, enhancement of investment, and preparation for international engagements. He indicated that crisis management, like the Al Haouz earthquake and floods, highlighted the importance of coordination and the integration of roles.

In concluding his remarks, he underscored the necessity of achieving actual coherence across various public work phases, from planning to execution and evaluation, to ensure efficient resource use and tangible developmental outcomes.

This meeting served as an opportunity to present the new normative framework and engage in a broad discussion among stakeholders to share experiences and explore ways to enhance public policy coordination, with participation from various officials and national institutions.
