Morocco’s health minister, Ameen al-Tahrawi, has announced an accelerated rollout of regional healthcare groups, with six set to become operational nationwide by the fall. This initiative marks a pivotal step in the country’s healthcare reform, aiming to enhance access and efficiency amid burgeoning healthcare challenges.

Innovative Structure for Health Delivery

During a recent session at the Council of Advisors, Minister al-Tahrawi outlined plans for five regional health groups being launched simultaneously, with three expected to function within weeks. The goal is to activate two additional groups by September or October, bringing the total to six. This strategy underlines the government’s commitment to improving healthcare delivery across regions.

Positive Outcomes and Ongoing Challenges

Highlighting the successes of the Tangier-Tetouan-Al Hoceima group, al-Tahrawi reported an 11% increase in medical consultations between the fourth quarter of 2024 and 2025. Additionally, access to health services has seen significant improvements, particularly in the Larache region, where the enhancement rate surpassed 60%. Efficient patient management processes and reduced appointment wait times have emerged as key achievements.

However, the minister acknowledged ongoing challenges during this transitional phase, particularly regarding human resource management and inter-institutional coordination. He emphasized that such challenges are expected in the context of a structural reform of this magnitude.

Fostering Professional Stability

Addressing the concerns of healthcare professionals, al-Tahrawi stressed the ministry’s focus on ensuring job stability throughout the transition. He reiterated the importance of maintaining administrative continuity and fostering dialogue with professionals and unions to garner their support for this transformative change.

The Tangier-Tetouan-Al Hoceima initiative serves as a model for the broader implementation of regional health groups. Preparations are underway to finalize organizational structures, establish multi-year action plans, and facilitate the transfer of human and financial resources.

Critical Appointments and Future Outlook

The minister also noted recent royal appointments of five directors for the regional health groups, marking a critical juncture in the reform process. Stakeholders are poised for upcoming administrative council meetings for the new groups in the coming weeks, which will further solidify the foundations of Morocco’s revamped healthcare system.
