In a decisive move towards enhancing regional governance, Moroccan Interior Minister Abdelouafi Laftit unveiled a comprehensive legislative reform aimed at modernizing the nation’s local authorities. Reforming Regional Governance

During a session of the House of Representatives, Laftit presented the draft law 031.26, which amends the existing law governing regional councils. This reform is a critical step in solidifying the concept of advanced regionalization, which aims to balance development across the country. The proposed changes focus on redefining the roles, execution mechanisms, and funding systems of local governments.

Strategic Goals and Financial Elevation

The minister highlighted that this legislative initiative stems from a clear mandate to build a more responsive regional model capable of addressing the dynamic economic and social landscape. The reform aims to establish a robust legal and institutional framework that aligns with the royal directives advocating for integrated development programs. Key features include a substantial increase in financial transfers to local authorities, projected to reach at least 12 billion dirhams annually starting from the 2027 financial year, thereby enhancing the financial autonomy needed for sustainable projects.

Transforming Project Implementation

An essential aspect of the reform is the proposal to convert the regional project execution agency into a public limited company. This shift is designed to introduce a new management model that balances flexibility and effectiveness while preserving the entity’s public character and ensuring continuous operational capability. Laftit emphasized that this integrated vision aims to address current challenges, refine the role of local governments, and align their operations with modern economic and digital realities.

Parliamentary Support and Future Directions

Members of the parliamentary committee voiced strong support for the initiative, underscoring its potential to empower regional authorities in meeting citizen needs and driving local development. They recognized advanced regionalization as a strategic choice rooted in principles of autonomy, solidarity, and cooperation. The reform, particularly the transformation of project agencies into limited companies, could enhance operational agility and accelerate project delivery. Lawmakers also called for the cultivation of a new generation of political leaders and specialized competencies equipped to navigate future challenges, especially concerning Morocco’s digital ambitions and the implementation of a social state initiative.
