Morocco’s Minister of Health and Social Protection, Amin El Tahraoui, has assured pharmacy professionals that the government will not move forward with the Competition Council’s recommendation to allow private investment in pharmacies. This decision aligns with the government’s ongoing health reforms and prioritizes collaboration with industry stakeholders over unilateral actions.

Reassuring Professionals Against Market Changes

During a session at the House of Advisors, El Tahraoui underscored that while the Competition Council serves as a constitutional body providing advisory opinions, its suggestions, particularly regarding opening pharmacy capital to private investment, do not align with the government’s framework. He emphasized that this position was clearly communicated to pharmacy representatives.

The minister highlighted that the Ministry of Health values a participatory approach in addressing pharmacy sector issues, prioritizing continuous dialogue with professionals while safeguarding existing achievements. This collaborative method aims to foster a more stable and regulated environment in pharmacy practices.

Revamping the Pharmaceutical Landscape

On the topic of pharmaceutical reform, El Tahraoui outlined the ministry’s efforts to modernize the drug system through three core pillars: enhancing autonomy, efficiency, and accountability. He noted significant progress toward achieving “GBT3” standards set by the World Health Organization, which would bolster the standing of Morocco’s pharmaceutical framework.

Recent regulatory texts have been issued to advance the sector, including decrees on health visas for importing human-use medications, new regulations for pharmacy practice, and a decree to protect participants in biomedical research.

Strengthening Legislative Frameworks

El Tahraoui announced the ongoing review of Law 17.04 on the Code of Medicines and Pharmacy to align it with international standards and enhance the kingdom’s pharmaceutical sovereignty. He indicated that the legislative project is in advanced stages of discussion and approval.

Additionally, the Minister stressed the importance of enhancing drug surveillance and improving industrial practices while strengthening monitoring mechanisms. He asserted that the ministry is committed to ensuring the precise tracking and quality of medications through practical measures.

Innovative Approaches to Regulatory Management

In a bid to modernize administrative processes, El Tahraoui unveiled the launch of a unified digital platform called “Al-Takhrees,” designed to streamline licensing requests with transparency and reduce processing times. This initiative will eventually encompass drugs, medical supplies, and health devices.

By embracing digital solutions and regulatory reforms, Morocco aims to elevate health standards, ensuring the safety and quality of pharmaceuticals while reducing dependency on external sources.
