In a recent parliamentary session, the government spokesperson emphasized the need for a holistic evaluation of public policies, rejecting fragmented approaches. Highlighting significant reforms in health and education, he underscored the government’s commitment to strengthening the social state amidst rising economic challenges and transformative legislative initiatives.


A Holistic Approach to Public Policy
During a parliamentary discussion focusing on the government’s performance, the official emphasized that assessing public work cannot rely on a fragmented perspective. Instead, it requires a comprehensive understanding of public policies as an ongoing process rooted in strategic planning, resource mobilization, and inter-sectoral coordination directly overseen by the Prime Minister’s office.

This shift towards a more integrated approach is evident in the evolving nature of public policies, particularly through the newly adopted principle of “alignment.” Government management of social and healthcare sectors is no longer confined to isolated ministerial departments but is now coordinated through ministerial committees led by the Prime Minister to enhance implementation efficiency and ensure coherent public decision-making.

Education and Health: Interconnected Reforms
The government spokesperson articulated that reforms in the health and education sectors are part of a broader vision aimed at reinforcing the social state. These initiatives are not standalone efforts but are designed as part of an interconnected system that seeks to improve public services and reduce social inequalities.

On the legislative front, he noted substantial reforms, including the enactment of alternative sentencing laws and reconsideration of provisions related to pre-trial detention. Revisions to the check law were also highlighted, aimed at softening punitive aspects of business transactions while balancing deterrence with rights protection.

Strengthening Parliamentary Relations
In detailing the government’s engagement with Parliament, the spokesperson presented impressive statistics: the current administration responded to over 25,000 written inquiries during this legislative term, a significant increase from 15,442 responses given by the previous government and only 17,000 by another. He claimed these figures demonstrate that this government is the most responsive to Parliament in recent history.

The administration’s responsiveness extends to a large number of oral questions and over 400 legislative proposals, illustrating a commitment to a more open legislative process that embraces parliamentary initiatives. The government also revised how it processes legislative proposals within technical committees, instituting specific timelines for approval and mandating the presence of senior administrative officials to ensure careful tracking of legislative procedures—a significant shift in managing the government-parliament relationship.

Financial and Economic Gains Amid Challenges
In terms of healthcare funding, the budget has surged from approximately 9.13 billion dirhams to 42 billion dirhams, alongside the upgrading of 1,400 health centers and the establishment of 1,600 new facilities. Training capacity has also seen a boost with an additional 2,700 medical training slots and over 6,000 healthcare professional training programs.

Concerning the economic landscape, the government has navigated significant challenges posed by inflation and international crises, successfully reducing inflation from 6.6% to below 1%, despite global pressures and the repercussions of a recent earthquake.

Tourism has witnessed a noteworthy rebound, with 20 million tourists visiting Morocco, a milestone regarded as a strategic shift, enhancing the country’s appeal as an international destination.
