As Morocco emerges as a pivotal player in the aviation sector, it showcases its ambitions at the fifth Global Implementation Support Symposium (GISS) in Marrakech, attended by over 1,500 experts from 130 countries. This moment is critical for the global airline industry, grappling with ongoing geopolitical tensions and the pressing need for robust human and technical readiness.


A Rising Aviation Hub

The aviation landscape is shifting dramatically against a backdrop of recent military escalations in the Middle East, which have disrupted airspace and altered international flight routes. As operational costs and insurance premiums soar, the industry’s vulnerabilities have come into sharp focus, underscoring the necessity for enhanced preparedness to ensure the stability of air travel.

Despite these challenges, Morocco has registered impressive growth indicators in aviation, achieving a record 36.4 million passenger movements in 2025. Contributing factors include an expanded airline network and increased international connectivity, bolstered by the country’s hosting of major events. Furthermore, Morocco’s compliance with International Civil Aviation Organization (ICAO) safety standards has risen significantly from 64.38% to 87.52%, reflecting substantial improvements in national air safety protocols.

Economic Expansion in Aviation

Morocco’s advancements extend beyond passenger transport to the burgeoning aerospace industry, which generates approximately 26.4 billion dirhams in revenue. More than 150 national and international companies are now participating in this sector, with local integration exceeding 40%. This industrial growth is part of a broader strategic vision to establish Morocco as a regional aviation hub by developing production chains and attracting foreign investments.

Integral to this dynamic development is the “Airports 2030” strategy, which aims to double the airport capacity from 40 million to 80 million passengers annually. The ambitious expansion plan for Royal Air Maroc (RAM) envisions increasing its fleet from 57 to 200 aircraft by 2037, perfectly timed to coincide with significant upcoming events, including the 2030 World Cup.

Human Resource Challenges

However, this ambitious expansion faces a central challenge: human resources. As infrastructure investments and fleet enlargement accelerate, the timeline for training skilled personnel remains cumbersome due to international aviation standards. For instance, training a long-haul pilot can take between five to seven years, air traffic controllers require three to five years, and maintenance technicians need at least four years of specialized training.

Currently, the sector employs approximately 12,360 personnel, including pilots, air traffic controllers, and maintenance technicians. This workforce appears inadequate given the forthcoming ambitions, raising concerns about the training system’s capacity to keep pace with rapid growth in passenger traffic and fleet size.

Strategic Initiatives Underway

In light of these challenges, Transport and Logistics Minister Abdessamad Kayouh has announced an ambitious training program aimed at enhancing the industry’s technical competencies in line with international standards. However, specifics regarding execution, funding, and timelines remain vague, initiating a discourse on the strategic readiness of this initiative.

Onuma Toshiyuki, President of the ICAO Council, has cautioned that the aviation sector globally faces increasing pressures related to funding, human resources, and technological transformation rates. “Decisive actions are now imperative,” he asserted, highlighting the urgency of the moment.

Between aggressive expansion plans and operational realities, Morocco finds itself at a crossroads: rapid infrastructure and fleet growth juxtaposed with a profound challenge in human resource qualification within an impractical timeline. This scenario emphasizes that investing in human capital is not merely supplementary but essential for achieving strategic success in an industry that demands precision and punctuality.
