De Mistura: Tangible Progress in Resolving the Western Sahara Conflict

Lead
Stefano De Mistura, the personal envoy of the UN Secretary-General, has unveiled promising developments in the long-standing Western Sahara conflict. During a recent briefing to the UN Security Council, he highlighted key indicators that may pave the way for a long-awaited resolution.

A New Momentum in Western Sahara Negotiations
In a closed session on April 23, 2026, De Mistura outlined that international efforts have taken on a new dynamic, fueled by favorable timing and converging visions among key stakeholders. After nearly seven years of inactivity, he emphasized that three rounds of talks have been organized this year, bringing together Morocco, the Polisario Front, Algeria, and Mauritania, all under the joint auspices of the United Nations and the United States.

Direct Negotiations Resumed
These meetings mark a significant revival of direct dialogue, with discussions evolving beyond broad themes to encompass critical details essential for a political solution. Central to the negotiations are considerations regarding a governance framework that could gain the acceptance of all involved parties.

Adding to the dialogue, Morocco has presented a detailed proposal for autonomy, which has been a longstanding demand within UN circles. Meanwhile, the Polisario Front has also put forth its own suggestions, with De Mistura urging them to exhibit flexibility and make what he termed “historical concessions” for the benefit of future generations.

Path to a Framework Agreement
In closing, the UN envoy expressed optimism for a forthcoming meeting involving all stakeholders before October 2026. He underscored the need for an overarching agreement that would delineate the contours of a solution and establish a mechanism for its implementation during a transitional phase, aligning with the principle of self-determination.
